Steep Airfare Hikes Worries Kashmir
Rameez Makhdoomi
Whether you travel for enjoyment or for business, buying a plane ticket can be a taxing travel expense. But, over the years we have found that airfares have become more affordable than they were say a few decades back. Airfares and Kashmir have a very close connection due to Kashmir being global tourist destination and fragile road, incomplete rail connectivity of Kashmir .
Recently, when road was closed for several days the airfares skyrocketed. A check of airfares of different airlines from Srinagar to Delhi suggested that the spot fare was hovering around Rs 16,000 to RS 1800 . Normal fare between the two destinations is around Rs 3500 to 5,000.
At one point the airfare one way was as high as RS 34000, while as DELHI COOLMBO OR DELHI DUBAI round fare is often much less than this
Debate and concern over this huge increase in airfares was stoked by former J-K chief minister Omar Abdullah, who tweeted, “The airlines should be forced to honour previous bookings when flights resume instead they get away with refunding the original amount (sic).”
“Tickets between Srinagar & Delhi are being offered by ‘low cost airlines’ at between Rs 25,000 & Rs 30,000 while the highway remains closed.”
“Thus forcing people who had originally spent Rs 5-6000 on a ticket to spend Rs 25-30,000. This is nothing but day light robbery,” he said in a series of tweets.
Even during Summer peak tourism season Kashmir witnesses spike in airfares and this adversely impacts prospects of tourism in Kashmir. This abnormal spike in airfares , apart from unfavorably affecting the tourism sector, also makes traveling by air prohibitive for the general public.
On the otherhand, few months back Kashmir Chamber of Commerce and Industries while intervening in the issue met the authorities and was of the opinion that this intervention was necessitated in view of reports that a particular section of high-end tour operators and agents pool resources and block tickets en masse. During the season, these tickets are sold at very expensive prices resulting in a financial bonanza.
In this regard, the Chamber had suggested that the Government itself should block a particular number of seats so that the same could be released during the season. The chamber was of view intervention would go a long way in ensuring that the airfares are kept under control.
Mushtaq ul Haq Sikander, a frequent air traveler states- “ The abnormal surge in airfare in Kashmir during road blockade and summer peak tourism season is taxing for both tourists and commoners. At one point, the airtravel to Kashmir had become much affordable to commoners and travelers wishing to visit our beautiful valley of Kashmir. But, as the airfare skyrockets especially during tourist season and when the national highway closes due to weather vagaries woes of travelers are multiplied.”
Ground pulse urges that the need of the hour is to regulate the airfare to Kashmir in a feasible manner. As air mode of transport to Kashmir will always hold the significance owing to the tough geographical terrain and location of Kashmir so the demand is that it should be better managed and regulated.

Winter Tourism In Kashmir
After the debacle caused to Kashmir tourism due to bloody unrest 2016, the recent heavy snowfall across Kashmir has brought happiness and smile back on people especially those who depend on Tourism for livelihood purposes .With the impressive snowfall, Tour operators and Hoteliers in Kashmir are gearing up for winter tourism in Kashmir.
Also, with this impressive snowfall one of the longest dry spell in Kashmir history came to an end. Kashmir desperately needs to promote winter tourism to boost its economy and increase the sources of income is the pulse on ground .We need to remind ourselves that Tourism is an important, even vital, source of income for many regions and countries. Its importance was recognized in the Manila Declaration on World Tourism of 1980 as “an activity essential to the life of nations because of its direct effects on the social, cultural, educational, and economic sectors of national societies and on their international relations.
In a related optimistic development, J&K tourism department has already decided to hold a snow festival in Gulmarg at the end of January. Pertinently, more measures should be taken to promote Kashmir as best winter tourism resort and the necessary infrastructure with reference to it should be built. We also need to look beyond Gulmarg as in winters whole flow is to Gulmarg and in this regard more destinations should be showcased as winter tourism destinations.
For the moment, snowfall is giving hope of revival of winter tourism in Kashmir.
Swaraj Peeth Trust Report on 2016 Kashmir uprising
News Kashmir Desk
New Delhi: The Swaraj Peeth Trust, a Gandhian Center for Nonviolence and Peace, New Delhi has released an 11 point report based on the ongoing Kashmir uprising. Rajiv Vora, chairman of the trust who frequently visits Kashmir since 2010 public agitation released the report after he concluded his recent tour to Kashmir. Besides stressing for a result-oriented dialogue process, the report has expressed dismay over the use of notorious pellet fires. The report termed the draconian laws like PSA & AFSPA as the catalyst for public rage and resentment. The report claimed that it wants to save the Kashmiri society from complete destruction. Pertinently, Swaraj Peeth Trust organized 3 day Youth Conference here on 1-3 April 2016 in which more than 30 youth from Jammu and Kashmir participated and held deliberations on Kashmir situation. Here are the excerpts of the report:
Statement on Kashmir Uprising 2016
The current wave of serious agitation in Kashmir has so far left 98 protesters dead, 15000 civilians injured, more than a hundred blinded, many more semi-blinded and 1000 security forces men injured in what is being envisaged as the gory phase in the current turmoil of Kashmir. The state administration and institutions of Law and Order have collapsed completely and total confusion is prevailing on ground. The paradigms of this agitation can be summed up as under and are necessary to point out if we want to save Kashmiri society from complete destruction.
1. Neglecting the 2010 civil agitation and its aftermath
The 2010 civil agitation which killed 126 youngsters and wounded thousands was in a way subsided not by any positive effort but by coercion, resulting in increased radicalization and many youth joining armed insurgency. The report of the three member interlocutor team under late Dilip Padgoankar was not even debated in Parliament nor made public, suggesting the lack of seriousness which has brought Kashmir situation to the gloomy horizons in 2016.
2. Remembering Kashmir only when it burns
We , the civil society and Government of India remember Kashmir only when it is engulfed in violence and unrest. The moment false image of normalcy – like arrival of tourists- is achieved everything is forgotten. Ignoring the 1987 rigging of elections gave rise to violent militancy of 1990s. People’s urge for a peaceful resolution of conflict was ignored, which gave rise to anger in 2008, Human rights abuses were brushed apart; it gave rise to 2010 summer violence, Suffocation and suppression compounded by lack of grassroots democracy resulted in Himalayan rage in 2016 .The biggest lesson on both the sides would be to create congenial environment and build dialogue.
3. Reforming crowd control mechanisms
Considering the sensitivity of Kashmir it is all the more necessary to have such crowd control methods which effectively deal with protests but does not violate the line of the higher law of humanity, does not brutalize our own people As traditional crowd control tools of teargas shells and pepper gas with recently added infamous pellets have wrecked havoc. In every agitation in Kashmir these very crowd control weapons have come under sharp criticism. Pellets have blinded, pepper has damaged respiratory tract and thus people have got more angry and alienated. Untrained crowd control force should be replaced with a more professional one.
4. Pellet Gun
If one dynamic that has harmed the reputation of state and angered the masses beyond measurable magnitude it is the gruesome use of now infamous pellet gun. The masses showered with pellets have reached around two million; hundreds of youth have been blinded/semi-blinded and maimed due to pellet gun, ruining their and family’s life entirely and beyond imagination.. It has harmed the reputation of Indian state globally and added fuel to fire in unrest and agitation in the Kashmir valley. If we desire to save Kashmir the pellet gun should be banned without any ifs and buts; otherwise, a calamity of gigantic proportions will be in offing. Security Forces do not discriminate what is rarest of the rare cases for the use of the Pellets. They have and tend to use it indiscriminately with impunity. Total ban on the use of Pellet Gun, which is provenly a lethal rather than non-lethal weapon, is a measure that is a must to bring Kashmir back from the brink. Pellets are still blinding and killing people in Kashmir. Instead of replacing it, PAVA has been added to it.
5. Draconian laws
Blanket continuation and misuse of Public Safety Act (PSA) and AFSPA have acted as catalyst for public rage and resentment, whatever be the magnitude of militancy and protests the manner in which these laws have been implemented have damaging consequences on the psyche of Kashmir. PSA as an act was formulated to curb Timber Smuggling, but it is, instead, used for crushing dissent and has became a means of corruption for the police. It is high time an expert committee analyses the efficacy, impact, misuse and abuse of such laws to bring justice, make the law enforcement law abiding, and pacify the anger.
6. Sustained Dialogue
We believe that only sustained Dialogue is the way ahead to resolve Kashmir issue and related conflicts. Starting from zero every time a new government is elected has weakened the institution of dialogue. Neglecting dialogue by the state during less turbulent times has proven to be imprudent. .We need to recognize that an active and systematic dialogue with reasonable voices of Hurriyat is need of the hour otherwise any political and leadership vacuum would create havoc as fanatic groups will fill the vacuum and take the charge of the youth. That will make it easy for global radical outfits to lead Kashmir youth and tap their anger. It will have devastating consequences from every angle. A structured and comprehensive dialogue with those who represent anger of Kashmir is a must to defuse the situation. It also will let rationality prevail over rigidity, and peaceful means over the violent..
7. Kashmir issue not to be used as TRP stunt
Venomous and more often jingoistic media approach to Kashmir on some prime time shows has made Kashmir a scapegoat. It is seriously obstructing return of peace and normalcy. This has even led the state government to ban some channels in Kashmir. Journalism is supposed not to inflate emotions and tempers. It must keep grave sensitivities into consideration. If it does, that will greatly help bring back normalcy. Kashmir and it’s problems should no longer be subjected to the lust of TRPs.
8. Peace constituency to be encouraged
With every agitation the space for peace constituency has been demolished which is a dangerous trend. One is identified either as a voice of Indian state or pro-freedom Kashmir Nationalist. Thus whatever the constituency of Peace is working in Kashmir despite diverse opinions should not only be heard but encouraged and dialogued with including by Kashmiri separatist leadership. This middle ground represents sanity and hope, power to mediate peace with justice in Kashmir.
9. Failed schemes and policies
It is a travesty of Kashmir’s fate that policies and schemes have been drafted as measures of fire fighting and easing the situation in Kashmir. They have been ill conceived and ill-implemented. Post-2010 unrest Kashmir witnessed Prime Minister Youth Scholarship Scheme (PMYSS) being announced for study of Kashmiri students in outside states but implementation of it via touts, providing below par institutions for study and not depositing scholarship money on time has lead to failure of this prestigious and promising scheme. The need of the hour is to formulate and implement visionary policies on Kashmir rather than cosmetic measures which only erodes confidence building.
10. Formulating effective Pandit rehabilitation Package
After the painful exodus of Pandits from Kashmir valley three decades back, it has been greatest misfortune that all the rehabilitation for Kashmiri Pandits have lacked the farsightedness as no scheme or policy has so far ensured their return back to valley. Pandits are equal part of Kashmir and hence the majority must not dictae the terms of their return. Pandits too think rationally what the best way is so that Kashmir society regains its plural social co-living and which also ensures security and dignity. Kashmiris of all hues must plan and strive for their complete integration in Kashmiri society, give them back what belonged to them when they left. The majority community too has to show in this regard a cooperative and compassionate way to ensure their complete reintegration back in the society. Answer does not lie in addressing only the financial part of it, it lies in addressing complete sociological, psychological and emotional and security aspects of the issue.
11. Agitation dialogued not crushed
The 2016 agitation should be resolved through understanding and dialogue. Any impression on the youth and people in general that this agitation was crushed can give the command of situation in the hands of extremists in Kashmir and lend a death blow to moderate voices and prospects for peace. The feeling of being crushed will be a fertile ground for militants in terms of recruitment bonanza.
Kashmir: A Sorry State
Javid Ahmad Ahanger/Shafat Maqbool
Jammu and Kashmir, as a geopolitical entity and along with its people, has since 1947 been controlled by both India and Pakistan. One part is known to the people of Pakistan and Kashmir as “Azad Kashmir” while the Indian government refers to it as “Pakistan Occupied Kashmir”. The other part is under the control of India and Pakistan calls it “Indian Occupied Kashmir”. Both, however, prefer using the word ‘administered’ for their respective controlled areas. The grand narrative of Kashmir politics in the south Asian subcontinent has been divided into two concepts i.e., Pakistan recognizes Kashmir as its jugular vein (sheh-rag) and India as its integral part (atoot ang). The Kashmir conflict can be well understood by the statement of former Indian home minister P. Chidambaram who once said: “It’s all about broken promises which New Delhi from time to time had made with Kashmiri’s.” The statement has historical as well as logical power to understand the problem of Kashmir conflict. Clearly, the accession of Kashmir to India had been an issue as early as the time of independence and partition. As Alastair Lamb records, included in the instrument of accession itself was a special clause requiring plebiscite to determine the wishes of the people once law and order had been reestablished. Unlike other princely states, Kashmir had acceded to India conditionally and that conditional integration was accepted by India’s post-independence leadership. So there seems to be no other choice for the leadership in Delhi but to come to terms with the historical legacy of Kashmir conflict. Yet they have for decades over ruled that choice and instead preferred to experiment with their own versions of what they call a ‘solution’ but to no avail.
When both the countries i.e. India and Pakistan could not find any solution to Kashmir conflict, people of the state revolted during early 1990s the people of the State came out to protest against the regime peacefully but the nature and behavior of the state was too brutal that it killed hundreds of civilians and hundreds have been disappeared and there are countless unmarked graves , which lead to the deep alienation of Kashmiris from the rest of India. Denial of such rights as civil liberties, fair trial, peaceful demonstration, freedom of press and speech, exercising of torture, disappearances, sexual assault on women and excessive force used by Indian security agencies led to the breakdown of democratic principles and people of Kashmir became aliens in their own land. It’s a matter of great concern that the India forces have been given a free hand to kill any person they choose. The killing of innocent civilians in 2008 Amarnath Land Row agitation and Kashmir Unrest 2010, in which more than 230 civilians were killed, changed the nature of Kashmir politics.
People protest during 2016 Uprising
The term 3rd civil Uprising often being used to describe the current phase of Kashmir Unrest, that has been witnessed from last five months and continued apace, witnessed from July 8 and about 100 people have being killed by the state forces in the last five months so for. This popular uprising leading not only to the breakdown of law and order, but also the collapse of political authority of the state. An Azzadi sentiment has swayed every section and part of the valley, rather than bringing a peace and order in the state, the current regime has been using coercive power at its disposable contributing to the public anger and defiance which results in more deaths and injured. People have been openly defying the curfew and sanctions and the only law prevails is the protest calendar by joint resistant leadership headed by veteran leader Syed Ali Geelani. The current unrest has been the anger of people especially youths against the atrocities by the India for their birth right i.e. right to self determination.
The nightmares for people of Kashmir starts from 1586 when Mughals came to Kashmir, afterward Afghans, Sikhs, Dogra’s and now India is holding the birth right of Kashmir. It begins right from Mughals, these shadows which are still hovering over the state. The people of Kashmir have been scarifying everything for their noble cause i.e. the Azzadi. Whenever time demands people came out unifyingly beyond political, social and religious classes. Consequently, 2016 is no way different, people presented a strong representation to give a strong message to India, we are enough courageous to stand for their right. The participation of young minds has given separatist politics and more aggressive and radical form. There is a renewed assertion of the goal right to self-determination. This summer, India came with every kind of tactics right from active forces to the propaganda machinery to derail the motivation of people. In this unrest around, more than 100 young boys were killed, more than 10000 injured and same numbers are languishing in different jails. The uprising of 2016 should not be taken as last in the arrow. These periods will come in this high-end movement and people have to respond strongly. These small patches are mileages to transform and signalling of their strength to the opponent.
Kashmir conflict between India and Pakistan.
Kashmir is an undisputed issue accepted by the world community. To succeed, people need to be patient with their sacrifice and emotions. India is a big country to fight them you need both internal courage and favourable geopolitical conditions. World’s changes and changes the destination of others. To be realistic, Small patches will never be powerful to cross the line; they have their own benefits to be reaped, apart from final the push for Azzadi and our leaders need to understand on these lines, to use hartals aptly. They are the tactics to show your strength to your invaders, and people of Kashmir have always stood on those grounds. Your opponent always checks your consciousness, courage and zeal for your Azzadi; we have been stalwarts to be defeated. When things are inaptly connects. Things are bound to be seen as a failure and people blame the leadership accordingly, which is altogether a wrong preposition. Our leaders are not divine they can be criticized, but with factual and realistic mind setup. To quote Chris Hadfield who has once said “Ultimately, leadership is not about glorious crowning acts. It’s about keeping your team focused on a goal and motivated to do their best to achieve it, especially when the stakes are high and the consequences really matter. It is about laying the groundwork for others’ success, and then standing back and letting them shine.”
Rajmohan Gandhi, a grandson of Mahatma Gandhi and a historian, rightly summarized the Kashmir situation in his article: “A de facto plebiscite already seems to have taken place there. Kashmiris appear to have voted with untiring throats, with eyes destroyed or deformed by pellets, and with bodies willing to fall to the ground for what the heart desires. And the vote seems to be for Azzadi.” The separatist leadership across the ideological divide represents a major political community in J&K, which will likely remain relevant for as long as the issue is not resolved. As, A.S. Dulat puts it as: The government in New Delhi has managed Kashmir poorly. There is a lot of anger on the streets and we need to pay attention to this. The current situation is worse than the earlier upheavals in 2008 or 2010, when there was also large-scale violence. This pent-up anger was waiting to explode and the killing of the separatist leader Burhan Wani proved the perfect trigger. In the absence of legitimate political forums, such sentiment increases unrest which builds until circumstances provide a martyr such as Burhan Wani, the young rebel whose killing by Indian security forces has ignited the protests in Kashmir. While the Kashmiris are fighting for their right to live with dignity, the powers around them are using them as pawns in the Great Game which is being played by India, Pakistan, Russia, America and China. The predicament of the Kashmir has been seized by a Kashmiri poet’s dreadful written in the 1940s: From all sides I am assaulted, The English, the Indians, the Afghans, the Pakistanis, To whom should I complain, to whom should I tell my fate? Capitalists, tyrants, oppressors, and friends, all want me To become their accomplice, With whom should I agree, with whom should I disagree? To whom should I complain, to whom should I tell my fate?
So there is a need to disengage hartals and curfew, militarization and militancy, extremism and human rights violations. Let people inhale normal air and let open our minds. Demands for Pro Self-determination, Pro India or Pro Pakistan, these all are political discourses and need to be dealt through political apparatuses of negotiations, discussions, meetings, dialogue and constant engagements of mutual prosperity to bring a constructive output. What Gandhi once said that Kashmir has all the capability to be known as ‘ray of hope’?

Public Sector of Jammu& Kashmir presents unhealthy picture
Farzana Mumtaz
Public sector plays a pivotal role in the economic growth of the country .The public sector is concerned critical engine in the growth engine of economy of any nation. Pertinently, the public sector has come to occupy a significant place in the economy of every state as solely on its effectual performance depends largely the achievement of the state’s economic and social goals.
Unfortunately , the public sector of Jammu & Kashmir state presents a unwelcoming outlook due to poor condition .
A number of factors over the decades have combined to weaken the public sector of Jammu and Kashmir Financial mismanagement, lack of vision, less innovation, ill planning, non-implementation of projects , faulty recruitment policy and other lacunas have ensured that Public sector in the state remains in a disarray .
On the otherside, masses of Jammu and Kashmir are expressing disappointment over the fact that all important public health and education sector present are in dire straits in our state . Sane voices states it is a matter of grave concern and calls for remedial measures to revamp it . The rot and inefficiency according to ground pulse is eating the vitals of our public sector.
The statistics are really gory. Comptroller and Auditor General of India’s report, which was by default presented in the Legislative Assembly and the Legislative Council at the end of the Budget session on April 5 in 2013 , had pointed out a cumulative red balance of Rs. 1,450.46 crore with the 16 PSU. J&K Power Development Corporation tops the list with the cumulative borrowing of Rs. 816.03 crore, followed by the J&K State Road Transport Corporation (SRTC) and J&K State Industrial Development Corporation Ltd who owe the State government Rs. 129.70 crore and Rs. 100.44 crore respectively.
At that time, Among the government companies, the near-defunct J&K Minerals has a liability of Rs. 74.86 crore, followed by J&K Industries Ltd (Rs. 66.62 crore), J&K State Handloom Development Corporation (Rs. 36.56 crore), J&K Handicrafts (Sales & Export) Corporation (Rs. 25.56 crore) and J&K State Women’s Development Corporation (Rs. 22.19 crore).
.
While on the otherhand of the spectrum, One of the leading reasons behind soaring unemployment rate in the state of Jammu& Kashmir is the poor performance of public sector in our part of the world. Currently, the public sector of the state is in quiet unhealthy shape.
Bashir Ahmad, a commoner states – “ The Public sector of Jammu and Kashmir continues to present a grim picture .Not very long ago, out of the leading seventeen state corporations in Jammu and Kashmir, ten were running on huge losses , while seven were showing profit, according to the latest official figures. Unfortunately, the PSUs of the Jammu & Kashmir state have properties worth billions of rupees at prime locations but still they are penniless and are not able to harness their rich potential so as to provide employment opportunities to youth.”
Undoubtedly, Public Sector Presents a grim picture in Jammu and Kashmir.
