President Government Employees Conference and Non Gazetted Employees Welfare Association SKIMS Ishtiyaq Beigh has welcomed the announcements made by State Finance Minister Haseeb Drabu with reference to implementation of Pay commission  and regularization of Daily Wagers.

 

Ishtiyaq Beigh while appreciating Finance Minister  80-minute long Budget speech in the State Assembly at Jammu in which  the Finance Minister unveiled a roadmap for implementation of various reforms, recommendations of 7th Pay Commission and regularization of daily wagers and  casual labourers has termed it visionary budget .

Ishtiyaq Beigh said -“ The positive steps taken on burning issues like regularization of daily wager and laying out time frame for implementation of  7th Pay Commission are all steps taken in right direction. All these announcements make this budget a historic one and this has brought smiles on the faces of daily wagers and employees .”

He also expressed hope  that an era of dynamic work culture and efficiency, merit will usher which will make Jammu and Kashmir a progressive state .

 

Awoora gunfight ends, 3 militants killed

Srinagar: The gunfight between militants and the government forces which had started on Sunday in south Kashmir’s Awoora village of Pahalgam area ended Monday morning as all the three hiding militants were killed, police sources said.
They said that bodies of the slain militants have been retrieved and they have been identified as Adil Ahmad Reshi of Bijbehara, Abid Ahmad Sheikh of Satkipora and Masood Ahmad Shah of Bewoora.
The three were affiliated with Hizbul Mujahedeen, police sources said.
Earlier, locals said heavy mortar shelling continued for hours together which destroyed a residential house.
The gunfight had started on Sunday after forces started search operation in Awoora village.

Kashmiri Seminary Students call for awakening among Youths in Kashmir, condemned the incident of burning pictures in Nowhatta Srinagar

Qom:Kashmiri Seminary students of Jamia Al Mustafa (SAWW) International University strongly condemned the action of burning pictures of Resistance Leader Sayyed Hassan Nasrallah, Iran’s President & others by some masked youths in Nowhatta Jamia Majsid Srinagar Kashmir.
In a joint statement Waseem Reza and Aga Syed Owais Abbas urged Kashmir nation to keep vigil eye on the ailments who trying to disrupt the unity and harmony.

Waseem Reza said that Jamia Masjid is the historical religious and cultural heritage of our Kashmir and since centuries the pulpit has played a great role in promoting proximity, brotherhood .

He said ISIS, Alqaeda,Taliban and others are responsible for destabilizing the peace and killing innocents in Muslim countries. Scholars of all schools of thoughts in Islam are agree upon that DAESH & other Takfiri groups are unislamic and inhuman working against Islam to malign the identity of Muslims.
Waseem Reza quoted that “The hands involving in sowing the seeds of discord among Muslims are neither Shias and nor Sunnis but the enemies of Islam”.
Aga Syed Owais Abbas Mosavi said that Islam is the religion of peace and brotherhood and there may be possibility of differences in ideologies but that doesn’t leads to division and Enmity. Unity is the command of Almighty, Mission of Prophets and identity of our society.

He said Hezbollah Leader was holding Quran in his hand and no Muslim can disrespect the sacred book and descendant of Holy Prophet (Pbuh),this shows the impeccability of youths who being used to harm our Oneness.

Seminary Students appealed religious, political & social organizations, civil societies, education institutes and  media houses to play role in mobilizing the youths of Kashmir to promote tolerance and brotherhood.They also drew attention of civil administration to take action over the pages of social networking sites who promoting hatred and disrespecting the shia and sunni dignitaries of Islam.

 

Public Sector of Jammu& Kashmir presents unhealthy picture

Public sector plays a pivotal role in the economic growth of the country .The public sector is concerned critical engine in the growth engine of economy of any nation. Pertinently, the public sector has come to occupy a  significant place in the economy of every state as solely  on its effectual performance depends largely the achievement of the state’s  economic and social goals.

Unfortunately , the public sector of Jammu & Kashmir state presents a unwelcoming outlook due to poor condition .

A number of factors over the decades have combined to weaken the public sector of Jammu and Kashmir Financial mismanagement, lack of vision, less innovation, ill planning, non-implementation of projects , faulty recruitment policy and other lacunas have ensured that Public sector in the state remains in a disarray .

On the otherside, masses of Jammu and Kashmir are expressing disappointment over the fact that all  important public health and education sector present are in dire straits  in our state . Sane voices states it is a matter of grave concern and calls for remedial measures to revamp it . The rot and inefficiency according to ground pulse  is eating the vitals of our public sector.

The statistics are really gory. Comptroller and Auditor General of India’s report, which was by default presented in the Legislative Assembly and the Legislative Council at the end of the Budget session on April 5 in 2013 , had pointed out a cumulative red balance of Rs. 1,450.46 crore with the 16 PSU. J&K Power Development Corporation tops the list with the cumulative borrowing of Rs. 816.03 crore, followed by the J&K State Road Transport Corporation (SRTC) and J&K State Industrial Development Corporation Ltd who owe the State government Rs. 129.70 crore and Rs. 100.44 crore respectively.

At that time, Among the government companies, the near-defunct J&K Minerals has a liability of Rs. 74.86 crore, followed by J&K Industries Ltd (Rs. 66.62 crore), J&K State Handloom Development Corporation (Rs. 36.56 crore), J&K Handicrafts (Sales & Export) Corporation (Rs. 25.56 crore) and J&K State Women’s Development Corporation (Rs. 22.19 crore).

While on the otherhand of the spectrum, One of the  leading reasons behind soaring unemployment rate in the state of Jammu& Kashmir is the poor performance of public sector in our part of the world. Currently, the public sector of the state is in quiet   unhealthy shape.

 

Bashir Ahmad, a commoner states – “ The Public sector of Jammu and Kashmir continues to present a grim picture .Not very long ago, out of the leading seventeen state corporations in Jammu and Kashmir, ten were running on huge losses , while seven were showing profit, according to the latest official figures.  Unfortunately, the PSUs of the Jammu & Kashmir state have properties worth billions of rupees at prime locations but still they are penniless and are not able to harness their rich potential so as to provide employment opportunities to youth.”

History Created : First Time In Kashmir Two Footballers Selected By CRPF To Play SPANISH LEAGUE

Football is a very popular game in Jammu and Kashmir. The Kashmir valley has
produced top class players who have gone on to play at both National and
International level. Mr. Abdul Majid was the trail blazer of this region. He has captained the National side and has many international achievements. The present
sensations like Ishfaq Ahmed and Mehrajuddin Wadoo are the products of this tradition.
The Central Reserve Police Force (CRPF) has a similar history of excellence
in sports. The Force has in its ranks one Rajiv Gandhi Khel Ratna award, 02 Padma Shris and 16 Arjuna Awardees.
The CRPF also has the policy of encouraging sports in its areas of
deployment. In this direction, the Ops Kashmir Sector of CRPF partnered with
Football Next Foundation to identify and encourage the best talent in the sport in
Kashmir valley. A tie-up was made with Sociedad Deportiva Lenense, Proinastur club (A 3rd division professional club from the famous Spanish La Liga, which is the
national football league in Spain). The club agreed to take on contract a player for the position of Central Forward and Right winger for the coming 2017 January
window. It may be mentioned here that this will be for the first time that any Indian player will be seen playing for a Spanish La Liga club. The Ops Kashmir Sector, CRPF was given the responsibility of identifying this talented player.
A three-member selection committee was formed to conduct trials for this
selection, consisting of Mr. Anit Ghosh, Mr. Ishfaq Ahmed and Mr. Hilal Rasool
Parray. Mr. Anit Ghosh is a product of the Tata Football Academy, Jamshedpur and
has been a member of the Indian football team from 1994 to 1999. In a professional career spanning from 1994 to 2012, he has played in various national and international tournaments. He has represented India sub juniors in Iran and South
Korea in 1994, Asian Games, Bangkok-1998, has captained East Bengal, and has played for famous teams like Mohun Bagan, Mohameddan Sporting Club, Kolkata, Churchil Brothers, Goa etc. He is a reputed coach and has trained in countries like Germany, Holland, Japan, Singapore and Malaysia. Mr. Ishfaq Ahmed is a famous
professional footballer presently with Kerala Blasters in the Indian Super League.
Starting his career in 2002, he has played for Dempo, Mohun Bagan, Salgaocar and East Bengal. He also scored a goal in his debut international appearance against Turkmenistan in the U-23 tournament. Mr. Hilal Rasool Parray is a reputed coach from Kashmir. He is an Asian Football Confederation Pro-License Diploma Holder,
and is the first and only coach from North India amongst 08 such Indian coaches. He has played in various tournaments like Santosh Trophy (1999 & 2002), Federation
Cup(1997, 98),Durand Cup (2001), and attended various seminars and workshops
relating to football coaching.

What Next? (Hurriyat restricts shutdown to two days)

Recently, the joint resistance leadership   issued a new protest calendar in which there would be full-day relaxation on five days.

Pertinently, Kashmir has seen almost continuous shutdowns since July 8, 2016, when Hizbul Mujahideen commander Burhan wani was killed in an encounter.  First four months of agitation had almost seen nonstop shutdowns, as about 100 civilians were killed and more than fourteen thousand injured and hundreds blinded by infamous pellet guns .

As a  matter of fact, the move to restrict shutdown to few days comes after much pressure was mounting since sometime on the Hurriyat to relax the existing calendar which had brought the usual chorus of  life to a grinding halt. “The leadership feels that a sustainable long-term strategy based on proactive initiatives, programmes and sustainable modes of protest is the way forward. We want maximum public participation and implementation, and minimum costs for the people,” a statement issued by the joint Hurriyat leadership said.

 

On the otherhand, the online world is abuzz with debate on the relaxation in protest calendar  with some praising the move and some criticizing the same  .

 

Nasir Khuehami, a young journalist wrote – “#Hurriyat taken off 5 month long shutdown calendar, Now announced winter vacation For kashmiri protesters from tomorrow till July 8, 2017. #Happy#winter #vacation for all protesters and #Hurriyat leaders.”

The curiosity on ground zero is as to what could be the new options of resistance or protest in hand for pro freedom leadership with new year 2017 about to come . In wake of  mammoth economic losses due to months of unprecedented shutdown looks like Hartal calls might be limited as we move forward .

Importantly, many are seeing a radical shift in the protest calendar as a part of adopting to long term strategy and also recognizing the fatigue of people.

Bilal Bashir Bhat, a Journalist, while talking to News Kashmir stated -” The new protest strategy seems to be formulated after seeing the ground reality as shutdown was losing its impact and especially continuous shutdowns were proving excessive for masses. Looks like we will see a long term strategy from pro freedom leadership wherein the duration of shutdowns would be limited but calendars would be issued continuously and made  reflect the public mood .Also, the coming times would offer much curiously and surprise as to what will happen next. 2016 has been definitely a very tough and painful year for Kashmir.”

With reduction in protest calendar, onset of winters, new year about to come , memories of civilian killings the question as to “What Next “ remains in minds.

Srinagar, Dec 3 : The srinagar sector, Central Reserve Police Force, in collaboration with J&K state sports council and J&K football association has organized  women football tournament  at Bakshi stadium, which commenced   from today.

Pertinently, In her welcome address,  MS. Madhuala, commandant 75 bn CRPF , highlighted the  participation of girls in sports, commitment of CRPF towards promoting peace, harmony and women empowerment in a healthy way.

  1. k.k.Sharma DIG srinagar (South) crpf, was the chief guest who declared the tournament open in a colorful ceremony. Mr. Mushtaq Ahmed osd state sports council, Mr. Zameer Ahmed Thakur, president j&k football club, Mr. Hameed secy. j&k football association, mr. Mushtaq Ahmed div. sports officer and many senior CRPF  officers graced the occasion.

In all, ten teams from different schools, colleges and clubs from srinagar and nearby areas are participating. Inspite of cold weather, young girls showed great enthusiasm for the game.

Pertinently, CRPF  football tournament for boys will be starting from 5th dec-2016 at the same venue.

 

Muzzling Media

Many believe and state that media especially local media in Kashmir is being muzzled. In dramatic turnaround of events, On Sunday, 2 October, 2016 , the J-K government ordered ban on the publication of English Daily Kashmir Reader. The ban order issued by Deputy Commissioner Srinagar Farooq Ahmad Lone read that the newspaper contains “material and content which tends to incite acts of violence and disturb public peace and tranquility”. An official release issued by the Director Information Chowdhary said the ban order was issued a week after a notice was served to the newspaper, asking it to explain its position on a series of stories published by it.

Curbs on media in Kashmir has enraged one and all. From activists, Journalists to Media associations all are aghast over muzzling of media in Kashmir and are on roads protesting the move.

Irony could have been much evident in Kashmir as October 2 is World Non Violence Day on account of Gandhi Jyanti and ban on Kashmir Reader was announced on same day.

The Kashmir Editors Guild (KEG) termed the ban on Kashmir Reader as “against the spirit of democracy and freedom of press”, sought intervention of the Press Council of India and warned of “direct action” if the government failed to revoke the ban immediately

On gagging of media and other censorship, the Jammu and Kashmir Young Journalists Association stated –“ on one hand tall claims of ‘Digital India’ are being made on different platforms, but on the other hand freedom of expression was completely restricted in Kashmir, adding, it was unfortunate on part of government to ban mobile internet and prepaid mobile services which is mandatory for a scribe in present modern times to perform his/her professional duties.”

 

Commenting over the ban on the publication of a local daily JKYJA said it was highly deplorable that the ruling dispensation was indulging in such activities which were totally anti-democratic and amounts to muzzle the voice of people in Kashmir.

Arshie Zuhar, a young lawyer and activist states – “The Jammu and Kashmir Government  in continuation of the unholy murderous war against the civilians of the state have axed the leading daily “Kashmir Reader”, citing ‘incitement of violence’ a reason.  The moments of thought, reason and logic, have as a matter of fact no qualified claimants in the alleged state government ( for nothing works except police).  The press like a common citizen enjoys freedom of speech and expression and the same is guarded and protected by the constitution of India. The argument of ‘reasonable restriction’ is also as important as the right itself. The conflict of ‘reasonable restrictions’ and ‘arbitrary restraint’ is as conflicting as twilight is to light.  A ‘Normalcy’ hungry , civilly defunct government would in no point of imagination be in a position to Order ‘ Reasonable restriction’ and as a result of such defunct setup, the hawkish order of ban  must be questioned and every presumption raised of it being at war with reason.

Freedom of Press highlights the collective freedom of society and refers to the privileges, freedom and liberty a nation enjoys. Banning a Newspaper for reporting the facts as they are, must in every sense of reason, give a picture of the state machinery. The state order of banning Kashmir Reader is punitive not only to the press but to the existence of humanity and truth. Reporting facts of state sponsored violence should never have invoked the Ban on Kashmir Reader as it could more appropriately be termed as “Selective Targeting” since all leading dallies have been reporting the same stories of alarming state violence. This arbitrary and undemocratic state behavior should be countered by rule of law and such irresponsibility be answered with the intense condemnation.”

As a matter of fact, The right to freedom of expression is recognized as a human right under article 19 of the Universal Declaration of Human Rights and recognized in international human rights law in the International Covenant on Civil and Political Rights (ICCPR). Article 19 of the ICCPR states that “everyone shall have the right to hold opinions without interference” and “everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice.

But here in Kashmir it seems very fundamentals are attacked and resultantly Media is being muzzled.

 

 

We need to uphold the right to democratic expression and freedom of speech: Shehla Rashid Shora

Shehla Rashid Shora, a prominent free speech activist and a eminent researcher on the subjects of Internet Democracy, who   battles for oppressed sections especially the ‘Acid attack victims’ via her activism talks to Rameez Makhdoomi in an exclusive interview with the News Kashmir Magazine, mostly focusing on the latest development in the backdrop of   stroking down of section 66 A by the Supreme court of India.

 

Rameez Makhdoomi : How do you view the stroking down of section 66 A by Supreme court of India?

Shehla Rashid Shora : This verdict is a great victory for all of us. We have repeatedly highlighted the abuse of Section 66A. After Shreya Singhal’s petition, about 10 other petitions were filed in the Supreme Court of India which were heard together. Various lawyers, notably Karuna Nundy and Apar Gupta, deserve special mention for arguing this case effectively.

Rameez Makhdoomi : As a free speech activist, how does abolishing this section impact our internet freedom? With large number of arrests also carried under Section 153 and 153A , do you think it is not time to go overboard?

Shehla Rashid Shora : While the abuse of law through Section 66A has obviously ceased, other hate speech provisions are consistently used to book minorities and marginalised sections.

We rarely see someone like Sadhvi Niranan Jyoti getting booked for calling minorities “Haraamzade”, but various laws, including Sections 295, 153 and 505 are often abused to target weaker sections.

Rameez Makhdoomi :Critics say with weak laws who can control wrongdoings in cyber world, your take on this?

Shehla Rashid Shora : The key thing really is not weak or strong law, but (a) consistency of application of law, (b) rule-of-law and (c) access to legal justice. The poor can hardly afford good lawyers, so the law often favors the rich or the stronger communities. Law should not be used with vengeance, but with an intention to reform the society. The judiciary has an important role here. But the judges often deliver problematic judgments, due to their own social biases. Judgments such as these are rare. Fali Nariman, one of the judges on the two-judge bench that struck down 66A, has an excellent understanding of social issues. Judges have a duty to uphold constitutional principles.

Rameez Makhdoomi : Who should be allowed to regulate online platforms like Facebook, twitter ?

Shehla Rashid Shora : Crimes committed in India are subject to the jurisdiction of the Indian judiciary. No one should have any misgivings about this. The problem arises when overbroad laws or surveillance measures turn everyone into a criminal, regardless of whether they have committed a crime or not.

Rameez Makhdoomi : Religious blasphemies on online forums often lead to unrest , what can be mechanism to tackle same?

Shehla Rashid Shora: Online media content alone can’t trigger riots- it is always part of a bigger pre-election conspiracy and careful planning. I’m not ready to accept that riots are spontaneous- they are orchestrated and allowed to spread. It is true that in some cases such as Muzaffarnagar riots, fake videos were circulated to whip up communal frenzy. But this was not the only thing. It was preceded by a Mahapanchayat in which Sangeet Som and others from VHP openly instigated violence. That social media can alone trigger a riot is not a sustainable argument. The thing is that the police chose to ignore the violence that was building up in Muzaffarnagar. –

Rameez Makhdoomi : What makes you fight passionately for burning issues on online world?
Shehla Rashid Shora : I can’t tolerate injustice, majoritrianism, hypocrisy and extremism. I fail to understand how people can have tolerance for these. These principles guide not only what I say online but also what I do in my real life.

 

Rameez Makhdoomi : What is your take on overall paradigms of freedom of speech in India?

Shehla Rashid Shora : We need to uphold the right to democratic expression and freedom of speech. Mere censorship does not eliminate adverse societal tendencies.

Rameez Makhdoomi : Do you think we need further reforms in laws and regulations with reference to laws on freedom of speech?

Shehla Rashid Shora : Yes, the Indian government has assumed massive surveillance powers and this is a dangerous trend. This is the bigger fight ahead.

We will make Education System accountable: Priya Sethi

In an exclusive interview with News Kashmir Magazine, Priya Sethi talks to Farzana Mumtaz & Rameez Makhdoomi.

As a prominent women leader of Bharatiya Janata Party, Minister and Former President BJP Mahila Morcha we would like to know from you that what is BJP doing to address growing atrocities and crimes being committed against women?

It is our priority as a party that era of safety is ushered for women all over the country. We are looking that there is grievance center with reference to women in every district of our state.  We are working and aiming to have at least one  female official deputed in every police station so that violence affected women without hassles registers her complaint  .We are also in this regard trying to increase the strength of women specific police stations in the state.

What is the BJP as party trying to empower women in J&K?

Women empowerment is our key concern and in Jammu & Kashmir   our party with 33 percent reservation for women in party fold is trying level best to empower them in every sphere of life  and make women take the charge from grassroots to top level. Women have proven their ability to manage and lead family as well as nation . Women empowerment is our priority area . We want to take along in our  vision of development  each and every women of Jammu & Kashmir  and initiate welfare oriented programmes for them.

 

Since you hold Culture portfolio, we would like to know how would you try to end discrimination against our native languages and give enrichment to our neglected rich cultural heritage?

It is a burning reality that we have neglected rich linguistic treasure of our state .On the otherhand in our state affluent manuscripts, historical monuments, and heritage symbols of our prosperous culture have also since long time  been ignored and faced apathy. Despite living in the era of Information Technology, it took us more than 10 years to repair Tagore hall and we have not modernized our cultural centres too. I have felt there  is a strong need  for framing a vibrant cultural policy that has a holistic policy matter in it to preserve the rich cultural heritage of all three regions of state viz. Jammu, Kashmir and Ladakh. We  recently  held active interactions with writers, poets and other literary and cultural personalities as their expert analysis means a lot in enriching and preserving our diverse and rich cultural heritage .

Why have the Government run schools failed to produce impressive results in our state. Your take as MOS Education?

Actually, the previous governments while framing the educational policy paradigms have ignored the “Child” and have never been child specific. We have got the buildings constructed but ignored the enrolment part. We have had lopsided infrastructural development. At some government Schools shockingly enough we have ten teachers for five students and at some instance two schools in one building. Government School teachers have lot of potential, efficiency and want to perform but lack of proper policy and implementation mechanism has hurt our public education system. Chemistry teacher teaching Math subject and vice versa has summed up the chaos of our Public education system. There has been no accountability, monitoring  and we are embarking to ensure accountability and monitoring from top to bottom. Redesigning the education policy and keeping child the core focus of it will definitely yield positive results as far a government schools are concerned and end all chaos.

 

What would be done to discipline Private Schools as many believe they are functioning like dictatorial  empires?

We will take all steps to make private schools accountable. The basic thrust in this regard would be to make our Government schools efficient models of education by enthusing an aura of effective work culture in these institutions. Our focus is to restore the lost faith of masses in Government schools and by doing so we will automatically be in better position to manage and make accountable the private schools. We will make entire education system accountable.

Floods wrecked lot of havoc in Kashmir and damaged Educational infrastructure. What is being done to revamp same?

As you would be aware that Government is facing lot of shortage of funding and there are liabilities worth more than Rs 9000 crore and when we took over the government the SSA Salaries were not paid since  9 months. Once the funding becomes available we will on priority basis mend the damaged infrastructure.

We have also seen students alleging that Heads  of Government Schools have demanded money for them for repairing school Infrastructure?

There is no demand, but yes, we have kept it optional keeping in mind that in this day and age when a student pays 5 to 6 thousand rupees as fee in Private school and on a similar parlance if a student from Government school out of his own will and love wants to contribute something for betterment of his or her school he or she can. All this was optional not compulsory. We are also roping in Civil society groups so that they also lend efforts to improve the infrastructure of the Government Schools as it has to be a collective effort.

What has been done to reform the defective transfer policy wherein on some instance even female teachers have to travel hundreds of kilometers daily?

We have already framed new transfer policy and it has been posted on internet too. Its provision includes not to post female teacher more than 20 kilometers from her original destination. We are also going to post in same zone in case both husband and wife are teachers. In scenarios were  teachers are posted in remote areas and tough terrains like Leh and Kargil they will be posted only for one year there. We have to bear in mind that all teachers cannot be posted at centrally located places as we do not want far flung areas to suffer.

Minister of State (MOS) post has in previous Government not been made much effective from point of view of  having required power to act, what is BJP trying to revitalize same?

Both at Central and State level MOS has been made much proactive and even here in our state the MOS are working now in tandem and hand to hand  with the Cabinet Ministers .I have absolute coordination with all three cabinet ministers with reference to departments I am holding.

 

Your take on making common man more aware about Government schemes and strengthening of Information Department with reference to this paradigm?

The more Government functionaries remain vocal and proactive  more the flow of knowledge of Public Welfare schemes will reach to masses on ground. Widening the network of Information centres in all districts and in far flung areas of Jammu & Kashmir  is our priority. Taking the aid of local Doordarshan and Radio Kendras to disseminate information of Government programmes and schemes is also our top concern.
