Kashmir more than year ago suffered devastating floods. Pertinently, In September 2014, the Kashmir region suffered disastrous floods across many of its districts caused by torrential rainfall. Kashmir valley saw huge devastation on account of floods and scores of precious lives were lost. Throughout length and breadth of Valley flood created havoc and destroyed the business centers of Srinagar as well.

Devastating floods in Jammu and Kashmir had caused an immediate loss of Rs. 5,400-5,700 crore to the state’s economy, with heavy damages to trade, hotels, restaurants, horticulture and handicraft, according to the initial estimates of industry body Assocham.

Despite all talks of packages, relief and assistance most of the flood victims from  South to North Kashmir to Capital are raising hue and cry on account of inadequate help. Even traders are furious over the performance of Government to deal with relief and rehabilitation efforts of flood victims  .

In this regard recently while terming the government package of Rs. 2,000 crore for rehabilitation as ‘adding insult to injury,” Kashmir Traders and Manufacturers Federation president Haji Mohammed Yasin Khan said: “By not pleading the case for a Rs. 44,000-crore package, as was sought by the then government, the PDP has served the interests of their RSS masters in Nagpur.”

Even elected representatives are furious about the letting down of flood affected masses of Kashmir. MLA Langate Engineer  Rashid also recently demanded immediate rehabilitation of flood victims of Sonawari and alleged that the battle of egos and interests between the local MLA and MLC has made the flood victims, victim of politics and exploitation.

Ajaz War, a flood hit victim from Maisuma states- “ Government has so far failed to give any real and concrete package to Flood affected people of Kashmir and most of the victims of flood feel dejected at the overall pace of relief and rehabilitation process. Me and my brothers lost three houses among them two completely ruined but we have been paid peanuts. The overall compensation that we have received so far hardly compensates our five percent loss whileas  Ninty five percent has been left unaddressed. In an age when a basic plinth of house costs more than three lakh rupees these small amount sanctions that too marred by inefficiency will not help in any way the flood affected masses  of Kashmir. Government should show efficiency, mercy, compassion and above all prove its viability by rendering a real helping hand to flood victims of Kashmir.”

 

The pulse on ground is that government is making tall claims of package but the overall paradigm expectations based on track record is very low.

 

 

But there is a silver lining in the dark clouds, Jammu and Kashmir minister of PHE, irrigation and flood control Sukhnandan Chaudhary has few days back said the amount of Rs 10,000 crore sanctioned as a flood relief for the state will be brought in use in another 15 days.

One hopes that after much dilly dally tactics the government will with much efficiency try to solve the pain  and distress of flood hit victims  in Kashmir and provide them the much deserved rehabilitation that they have been craving for.

Jammu and Kashmir is a mountainous state built from three primary regions: Jammu (the winter capital), the Kashmir Valley and Ladakh; its capital in the summer is called Srinagar.

The tough terrain aided by political turmoil has ensured Jammu & Kashmir especially the Kashmir Valley remains backward in terms of overall developmental scenario. The successive central governments at New Delhi have found answers in announcing the packages to deal with the developmental issues and also try to address political aspirations via these packages.

 

During his recent visit to Kashmir,Prime Minister Narendra Modi   announced a Rs 80,000 crore package for Jammu and Kashmir and said it should be used to transform the state, devastated by floods last year, into a modern, progressive and prosperous one.  Prime Minister added –“There would be no dearth of money for the state’s development, the Prime Minister promised, saying, “This Rs 80,000 crore is not a full stop. It’s only the beginning…Not only is Delhi’s treasury for you but so is its heart.”

However , even this much of package failed to douse the grievances and anger. Just days after the announcement of this package while commenting on  the government plan of giving mere Rs 2000 crores rehabilitation package as “insult to the injury” of flood-hit people of valley of Kashmir, the Kashmir Traders and Manufacturers Federation President Haji Mohammed  Yasin Khan  recently stated  “PDP befooled people only to come to power, and to be in power.”

“What we have learnt is that Rs 800 crore are for affected shopkeepers and Rs 1200 Cr for damaged houses. What will each of the flood hit get when the total number of affected families is 15 lakhs?” Khan questioned, in a statement.

 

In a related development just on the heels of PM Narendra  Modi’s announcement of a Rs 80,000 crore package for Jammu & Kashmir, the Union Cabinet few days back  cleared a proposal to provide 3,000 state government jobs and 6,000 transit accommodations in Kashmir for the rehabilitation of Kashmiri migrants at a cost of Rs 2,000 crore.

While talking to News Kashmir, R K Bhat, organization of Kashmiri Pandits Youth All India Kashmiri Samaj stated- “ These packages just represent politics and in actual paradigms and lag the vision to rehabilitate the Pandits back in their native places. The real stakeholders are not taken into consideration while framing the packages for Pandits community as a result nothing much is achieved. We were few years back when we returned as employees back to our native land promised lot but nothing concrete was done as a result many left the job. The burning veracity  is that the government couldn’t even rehabilitate 2000 KP youths during the last 8 years who had volunteered to serve in Kashmir valley which means not even 5 percent of the whole package has been implemented so far.”

On the otherhand due to lack of holistic vision the demand for more packages continues to be raised now just days back Fruit Growers cum Traders Union (FGTCU) demanded Rs 2890 core compensation for horticulture.

 

Addressing media persons FGTCU president Bashir Ahmad Bashir said t devastated floods in September 2014 hit the horticulture industry very badly.

“Every stock of fruit stored in godowns, shops, residential house and other places got destroyed. Even the trucks loaded with fruits could not reach to desired destination as roads were blocked by flood waters,” he said.

Be it package with reference to development of Kashmir or  Concerning Pandit rehabilitation and return to their native land the ground pulse is that there is more rhetoric and politics in packages than addressing the serious concerns.

Back To Dark Ages

Kashmir possesses huge capacity to harness hydro-electricity and does produce an impressive amount of electricity. But, inspite of these very facts the power situation deteriorates as soon as winter sets in, and most of the areas of Kashmir are thrown into darkness with never ending load shedding.
As a matter of fact, the power generation in Kashmir, which is said to be capable of generating more than 20000 MW power, seems by and large a Delhi-controlled affair as State government has failed to bring back the ownership of several power projects .
Students are undoubtedly the most terribly affected by this unbridled load shedding, which have brought exam preparations to a near standstill. The negative impacts of load shedding are beyond description – From Housewife to students, Doctor to Technocrat ,Professional to Labourer everyone seems to be badly hit by the current spell of never ending load shedding throughout the length and breadth of the valley . Pertinently, the load shedding is more badly affecting those students who are either attaining online education or depend upon online mediums for their education.
With these unabated power cuts the resentment and anger is also growing among masses of Kashmir from North to South. Be it Downtown and uptown areas of Sumer capital Srinagar the power crisis is deepening. Recently, the people of Maisuma, Gaw Kadal, Basant Bagh and other adjoining areas staged protests in heart of the City and blocked vehicular movement at Budshah Chowk. The protesters, mostly women, said that the PDD is resorting to ‘unnecessary load-shedding’ of power which causing lot of problems to them. Pertinently, Protests also broke out at Koil village of Pulwama district in south Kashmir against unscheduled power curtailment.

Power protests have even history of turning violent and claiming precious lives. A class 12 student was killed and two persons injured when Central Industrial Security Force (CISF) personnel guarding National Hydroelectric Power Corporation projects in Kashmir had opened fire on people protesting against power shortage in Boniyar area of North Kashmir’s Baramulla district at the start of year 2012 . The CISF personnel at that juncture had opened fire, killing Altaf Ahmad Sood (18) son of Bashir Ahmad of Barnait, Boniyar on the spot. Parvaiz Ahmad son of Ghulam Hassan and Abdul Majid son of Wali Muhammad, both of Boniyar, were injured in that firing incident .

While talking to News Kashmir Magazine Beenish Parray, a Writer States – ” As soon as long spell of winter dawns on Kashmir power cuts become a norm. Be it downtown, uptown areas of Srinagar or for that matter rural areas the power crisis makes life terrible for the masses especially students undergoing different exams .Government should immediately revisit the policy of long and unscheduled power cuts as it is making life difficult for masses. Power is one of the most basic necessities in our age and we should be provided with regular electricity.”
Without ambiguity the nutshell analysis is that Kitchens, IT Centers, Study Rooms, Industrial sectors , Prayer Places all other significant spheres of life are getting adversely hit by the peril of sustained load shedding and the problem demands instantaneous action otherwise the lava of anger generated would not have good consequences. Government should take necessary steps to curb load shedding before this problem goes out of hand and people are forced to protest aggressively.

PDP Perishing?

The PDP – BJP coalition government was formed in February 2015.This was done after a series of serious deliberations between the two parties amidst a fractured electoral verdict in Jammu and Kashmir. Many believe that nine months down the line all looks doomed for PDP and the question Is PDP Perishing has started to invoke a debate. Political analysts feel that PDP has fast lost its popularity since it has formed the government with BJP. Resurgent protests and killing of civilians has made road tough for PDP.

Pertinently, Muzaffar Hussain Baig, a top PDP Leader and parliamentarian in a sensational  interview with NDTV has signaled that future of PDP Looks quiet bleak.

Mr Baig, who was the first to support the PDP’s alliance with the BJP, an ideological opposite, told NDTV that he now fears the way the PDP-led coalition government is functioning will “lead to its (PDP’s) annihilation.”

 

Ahead of a joint rally by Prime Minister Narendra Modi and chief minister Mufti Mohammad Sayeed in Srinagar, Mr Baig had written a letter to PM Modi on “rising intolerance in the country and failure of PDP-BJP alliance.

“One of the most important reasons for the higher voter turnout in the J&K Elections was the ‘fear’ of the BJP entering the valley, a sentiment which was fully exploited by the PDP during their campaign. PDP sought votes from the people on the pretext of stopping the BJP from coming to power, but what happened later is history. Forming coalition by PDP and BJP was reckless and it went wrong for Mufti in Kashmir and BJP in Jammu. PDP seems to have softened its stand on the controversial Armed Forces Special Powers Act (AFSPA) and the BJP, which has been demanding the abrogation of Article 370, has taken a complete U-turn, deciding to maintain a status quo. The way things are working as of now, it is unlikely that the PDP-BJP alliance will complete six years in the office. It is destined to fail by its contradictions. The PDP looks to be big loser politically ” – Raies Ul Haq Ahmad Sikander, Lawyer at High Court of Delhi and Former Student Leader at University of Delhi.

From Coffee Shop gossip to street talk, from analytical paradigm to grassroots the downslide of PDP as a potent political force is not only being felt but discussed threadbare.

 

Senior Activist and AIP State Secretary Tanveer Hussain Khan stated – ” PDP seems to be fast losing its electoral and popular base. South Kashmir once party bastion is also simmering with anger against the party especially in backdrop of latest volatile situation of the area and accord of PDP with rightwing BJP. If PDP continues at this pace it has every chance of getting decimated and could well become history.”

“BJP too is making things tough for PDP as a series of growing acts of intolerance and rising communal tendencies under BJP rule at Center has been a focal point since past  one year in Indian Polity. These series of developments are strengthening roots of Separatism and weakening the mainstream in Kashmir ,” added Tanveer Hussain Khan.

Nevertheless, the question of debacle of PDP and debate over it despite it being in  Power has started to take roots.

Modi’s Magic Mantra?

Unprecedented security measures were  put in place here in Kashmir ahead of Prime Minister Narendra Modi’s rally on Saturday, with security forces manning all the entry and exit points of the Srinagar city.  The authorities in Kashmir had unleashed cracked down on hundreds of political activists and pro-independence leaders just ahead of Indian Prime Minister Narendra Modi’s visit to the region. The venue for the – Sher-e-Kashmir Cricket Stadium – was virtually  turned into a fortress with Special Protection Group (SPG) taking over it.

From analytical paradigm, “MODI-MAGIC” mantra not long ago was seen electorally  sweeping across all India as a result in 2014 General Elections  a thumping win and  clean sweep for BJP was ensured. But with growing acts of intolerance in the country the governance model has come into question.

MLA Langate Engineer Rashid, While talking Exclusively to News Kashmir stated – ” There is no such thing as Modi Magic Mantra with reference to Kashmir. Kashmir is being caged and suffocated virtually turned into a prison on the eve of Prime Minister Visit .Kashmir needs resolution of its political conflict not mere meaningless packages. Intolerance is at its peak in India and it is no longer Gandhi’ s India. Modi needs to shun extremist approach and be mature, inclusive if he wants to see way ahead in Kashmir. Suffocations and repressions cannot deter people of Kashmir.”

Faizaan Bhat, a student  and columnist  states – ” Kashmir is a humanitarian issue and needs humanitarian solution and perspective. Prime Minister trips to Kashmir will make any sort of sense to Kashmir only when some sought of concrete political packages is announced until that nothing concrete can be achieved . Any further delay in resolution of political disputes endangers peace and harmony in this world.”

How much peace is still fragile in Kashmir was evident as just 36 hours before  Prime   Minister visit militants hurled a grenade towards the CRPF camp housed in a hotel at Khyam Srinagar in which 13 CRPF personnel were injured.

On the otherhand, Business community in its own way had its expectations  from the visit .  ”We are pinning high hopes on Prime Minister Narendra Modi’s scheduled visit to Jammu and Kashmir on November 7. It would give a new pace to development projects across the state,” AJKPC President, Anil Sharma told reporters .

Commoners have their own expectations from the overall dynamics of prime Minister visit as they are hoping this visit will have beneficial consequences on Kashmir.  Bashir Ahmad, a commoner states – ‘’The magic mantra of prime Minister would work on ground only if the State and Central governments in real sense walk the talk. We hope the era of unemployment that has long pained Kashmir would be now solved. In addition of solving the problems of unemployment and giving an effective economic package to the state we are also hoping that some sort of dialogue mechanism would be started with all shades of opinion  and this conflict will be settled so that we move towards a brighter Jammu and Kashmir .’’

Most of the pulse on ground reflects that Magic Mantra of Prime Minister would only be effective if it yields concrete economic and political package that would solve decades of misery and sufferings of Kashmiris.

Educated Militancy

Gone are those days when militancy mostly used to be driven mostly by less educated or uneducated youth as from past few years   highly educated and technically skilled militants especially from South Kashmir have emerged as new face of Kashmir militancy.

Educated militants in the armed movement of Kashmir has constantly been worry for the agencies supposes to counter it as no longer they can term militancy an act of few unaware youth and this in many ways turns it into battle of ideologies rather than being mere issue of law and order.

 

From North  to South over the years educated youth have become part of Kashmir militancy. With these militants able to use competently social networking tools they are able to add angle of glamour to militancy in Kashmir.

Just few days back, scores of Islamic University of Science and Technology, Awantipora, students offered funeral prayers in absentia to the slain militant Afaq Ahmad Bhat of Karimabad in Pulwama district.

Talking to media students of the IUST had stated  that students assembled in the premises of the varsity at  morning time and offered prayers in absentia for Afaq Ahmad and other militant who were killed in an encounter in Drubgam in Pulwama on last Tuesday.They stated  that Afaq was studying in fourth semester in Islamic Studies department in the university.

Even engineering professionals have been killed as militants in Kashmir over the past few years. In 2013 the killed militant in encounter in South Kashmir identified as a 21-year-old engineering student  Saif Ullah Ahanger alias Burhan son of Mohammad Rafiq Ahanger  from Hariparigam Tral.

Similarly, Talib Afzal Shah, was killed by forces in Kakpora area of South Kashmir’s Pulwama district.

Talib, a youth in his 20s, held double post-graduate degrees but those who knew him  had in media outlets stated that frequent summons to police stations and night raids left Talib’s dream of getting a job and normal life short lived as he joined militant ranks in 2014. Pertinently, Scores of educated militants have fallen to bullets in these years.

 

Mir Imran, an eminent Human Rights activist while talking exclusively to News Kashmir stated – “The paradigms of militancy have dynamically shifted in case of militancy in Kashmir. Educated youth joining militancy is now an open secret in Kashmir. We also need to continuously remind ourselves that unresolved political issue of Kashmir is the root cause of all these trends and problems. The need of the hour is to settle the Kashmir issue in its actual historical, humanitarian and political realities. With more educated youth joining militancy it would be clearly a cause of worry and should be worry for all political shades concerned.”

Ajaz War,  Prominent  Journalist stated – “ The new breed of militants are not just well educated but often come from wealthy backgrounds. This new  face of militancy   dates back to the 2008 summer agitation and  2010 ‘stone pelting’ unrest in Kashmir in which many were of the opinion that youth voice was crushed and at the same time the policymakers warned of ‘radicalisation’ among the youth after 120 civilians, mostly teenagers, were killed in retaliatory action by security forces in 2010 . The government did little to contain the situation at that time and all this has forced younger generation to arms. We have also seen on record many relatives of militants claiming highhandedness and torture of men in uniform behind educated youth joining militancy.”

Pertinently, at a recent Idea Exchange at The Sunday Express, A S Dulat, former R&AW chief and the Kashmir point-man during the Vajpayee administration in the early 1990s, expressed concern over “Kashmir returning to the pre-’96 era”. “A lot of these boys (who become militants) are from fairly good families, middle class, upper middle class, qualified engineers. So why are they getting into this? That’s the scary part. I’m not worried about the waving of Pakistani flags, they can be stopped any time. If ISIS flags are raised or ISIS graffiti appears in downtown Srinagar, then somebody needs to look into it,” he said.

 

Even the police top brass has admitted that the number of local militants has been steadily rising in the past several years, but in the last two years, there has been a sudden increase in local militant involvement and presence. Expert analysis is clear that from multi-dimensional factors especially the nature of political conflict or  sometimes atrocities by men in uniform or the ideological factors are driving the educated youth of Kashmir towards militancy.

 

Imam Hussain (as) in the light of renowned personalities

The martyrdom of Imam Hussain (as) in the Karbala has inspired entire humanity and globally known thinkers and leaders have taken it as an inspiration in their respective struggles of justice.
African noted peace icon and leader Nelson Mandela wrote –“ I(Nelson Mandela) has spent more than 20 years in prison, then on one night I decided to surrender by signing all the terms and conditions of government. BUT suddenly I thought about Imam Hussain and Karbala movement and Imam Hussain give me strength to stand for right of freedom and liberation and I did.”

Mahatma Gandhi stated – “My admiration for the noble sacrifice of Imam Hussain (as) as a martyr abounds, because he accepted death and the torture of thrust for himself, for his sons, and for his whole family, but did not submit to unjust authorities.” “I learnt from Hussain how to achieve victory while being oppressed.”
Gandhi has added -“My faith is that the progress of Islam does not depend on the use of sword by its believers, but the result of the supreme sacrifice of Hussain.”“If India wants to be a successful country, it must follow in the footsteps of Imam Hussain(as). “If I had an army like the 72 soldiers of Hussain, I would have won freedom for India in 24 hours.”

Pandit Jawaharlal Nehru (1st Prime Minister of India) reflecting on Karbala martyrs wrote -“There is a universal appeal in his martyrdom. Hazrat Imam Hussein (as) sacrificed his all, but he refused to submit to a tyrannical government. He never gave any weight to the fact that his material force was far less in comparison with that of an enemy; the power of faith to his greatest force, which regards all material force as nothing. This sacrifice is a beacon light of guidance for every community and every nation.”

Nehru added – “Imam Hussain’s sacrifice is for all groups and communities, an example of the path of righteousness.”

Muhammad Ali Jinnah ( Founder and 1st President of Pakistan) wrote – “The world is unable to present an example finer and brighter than the personality of Imam Husain (as). He was the embodiment of love, valor and personification of sacrifice and devotion. Every Muslim, in particular, must learn a lesson from his life and should seek guidance from him.”

Reynold Alleyne Nicholson (Eminent English orientalist scholar of both Islamic literature and Islamic mysticism) wrote- “Hussain fell, pierced by an arrow, and his brave followers were cut down beside him to the last man. Muhammadan tradition, which with rare exceptions is uniformly hostile to the Umayyad dynasty, regards Hussain as a martyr and Yazid as his murderer.”

Edward Gibbon (English historian and member of parliament) wrote “In a distant age and climate the tragic scene of the death of Hussain will awaken the sympathy of the coldest reader.(The Decline and Fall of the Roman Empire, London, 1911, volume 5.)

James Corne (Author of History of China) wrote –

“Hussain and his companions faced eight kinds of enemies. On the four sides the army of Yezid was their enemy which was ceaselessly raining arrows; the fifth foe was the sun of Arabia that was scorching the bodies; the sixth foe was the desert of Karbala the sands of which were scorching like a heated furnace; the seventh and eighth foes were the overpowering hunger and the unbearable thirst. Thus on those who fought with thousands of infidels in such conditions has ended bravado; on such a people no gallant (hero) can ever have pre-eminence.”

Rabindranath Tagore ( Nobel Prize in Literature 1913) wrote :

“The world of things in which we live misses its equilibrium when its communication with the world of love is lost. Then we have to pay with our soul for objects which are immensely cheap. And this can only happen when the prison walls of things threaten us with being final in themselves. Then it gives rise to terrible fights, jealousies and coercions, to a scramble for space and opportunities, for these are limited. We become painfully aware of the evil of this and try all measures of adjustment within the narrow bonds of a mutilated truth. This leads to failure. Only he helps us who proves by his life that we have a soul whose dwelling in the kingdom of love, and things lose the tyranny of fictitious price when we come to our spiritual freedom.In order to keep alive justice and truth, instead of an army or weapons, success can be achieved by sacrificing lives, exactly what Imam Hussain did. Imam Hussain is the leader of humanity.”

Dr. Rajendra Prasad (1st President of India) wrote- “The sacrifice of Imam Hussain is not limited to one country, or nation, but it is the hereditary state of the brotherhood of all mankind.”

Dr. Radha Krishnan (Ex President of India) wrote – “Though Imam Hussain gave his life almost 1300 years ago, but his indestructible soul rules the hearts of people even today.”

Swami Shankaracharya (Hindu Religious Priest) wrote -“It is Hussain’s sacrifice that has kept Islam alive or else in this world there would be no one left to take Islam’s name.”

Sarojini Naidu (Great Indian Poetess titled Nightingale of India) wrote – “I congratulate Muslims that from among them, Hussain, a great human being was born, who is revered and honored totally by all communities.”

Thomas Carlyle (Scottish historian and essayist) -“The best lesson which we get from the tragedy of Cerebella is that Imam Husain (as) and his companions were rigid believers in God. They illustrated that the numerical superiority does not count when it comes to the truth and the falsehood. The victory of Husain, despite his minority, marvels me!”

Charles Dickens (English novelist) -“If Husain had fought to quench his worldly desires…then I do not understand why his sister, wife, and children accompanied him. It stands to reason therefore, that he sacrificed purely for Islam.”

Edward G. Brown (Professor at the University of Cambridge) “…a reminder of that blood-stained field of Karbala, where the grandson of the Apostle of God fell, at length, tortured by thirst, and surround by the bodies of his murdered kinsmen, has been at anytime since then, sufficient to evoke, even in the most lukewarm and the heedless, the deepest emotion, the most frantic grief, and an exaltation of spirit before which pain, danger, and death shrink to unconsidered trifles.” (A Literary History of Persia, London, 1919, p.227)

Sir William Muir (Scottish orientalist) wrote – “The tragedy of Karbala decided not only the fate of the Caliphate, but also of Mohammadan kingdoms long after the Caliphate had waned and is appeared.” (Annals of the Early Caliphate, London, 1883, p.441-442).

Dr. K. Sheldrake wrote – “Of that gallant band, male and female knew that the enemy forces around were implacable, and were not only ready to fight, but to kill. Denied even water for the children, they remained parched under the burning sun and scorching sands, yet not one faltered for a moment. Husain marched with his little company, not to glory, not to power of wealth, but to a supreme sacrifice, and every member bravely faced the greatest odds without flinching.”

Antoine Bara (Lebanese writer) “No battle in the modern and past history of mankind has earned more sympathy and admiration as well as provided more lessons than the martyrdom of Husayn in the battle of Karbala.” (Husayn in Christian Ideology)

Washington Irwing (American author, essayist, biographer and historian) wrote – “It was possible for Hussein to save his life by submitting himself to the will of yazid. But his responsibility as a reformer did not allow him to accept yazid’s Caliphate. He therefore prepared to embrace all sorts discomfort and inconvenience in order to deliver Islam from the hands of the Omayyads. Under the blazing sun, on the parched land and against the stiffing heat of Arabia, stood the immortal Hussein.”

Al Fakhri (Famous Arab Historian)”This is a catastrophe whereof I care not to speak at length, deeming it alike too grievous and too horrible. Communal cracks are once again haunting the state of Jammu and Kashmir with regional divide becoming pronounced with every passing moment.
From AIM Controversy to State Subject Status to West Pakistan Refugees and recent attack on Kashmir based truck drives the communal flares are threatening to engulf the State once again.

 

Communal polity and fanatic outbursts which have dented the image of Jammu and Kashmir State from time to time are once again hogging the limelight. Even at national level the growing incidents of religious intolerance is a worrying matter for all voices of sanity. In the 2008 Summer unrest in Kashmir the way communal flares had engulfed entire state and left ugly aftermath the pulse on ground is that sensitive state like Jammu and Kashmir State can hardly afford another communal flare.

Pertinently, The two Kashmiri truck drivers  were set ablaze by a right-wing mob in Udhampur district in Jammu province on Friday 9 October night and they were  airlifted to AIIMS New Delhi for specialized treatment.Deputy Commissioner Anantnag  Muneer-ul-Islam told that the two injured men were airlifted to AIIMS, New Delhi, for treatment .

What was dastardly was the  heartrending manner in which violence was practiced  as these two Kashmiri truck drivers of Bijbehara  were set ablaze by petrol bombs by a mob in Udhampur district near Shiv Nagaron Friday night when they were asleep in their coal-laden truck. A third driver had narrowly escaped by hiding under the truck.

Even the prominent commerce organizations are aghast over growing communalism in state. Addressing a joint press conference  KCCI and JCCI recently condemned the attacks on Kashmir bound truckers, said the “politically” motivated attacks on truckers were aimed to create disturbance in the peaceful atmosphere of the state.“Some external forces want to divide the state but we won’t allow them to succeed in their nefarious designs,” the JCCI President Rakesh Gupta said. “We have to remain united and not surrender before these forces. We want to protect to each community”, he said.

Worryingly,the Government on eve of Eid decided to impose a communication curfew.As recently ,the government ordered termination of internet services for three days on Eid-ul-Adha as it apprehended people would post pictures of cattle being slaughtered on social media website and hurt the sentiments of some rightwing Hindus who consider cow holy and thus create communal tensions.

The directive to terminate internet services to the customers was given by the police to all the internet service providers amidst the controversy over beef ban.

Few weeks back the pulse that emanated from ground zero was that the HC’s decision calling for enforcing the 83-year-old cow-slaughter ban has proven that the rightwing parties across India including the Rashtriya Swayamsevak Sang, Bajrang Dal, Shiv Sena and Bharataiy Janta Party (BJP) are at work against the minorities in the country and are interfering not only in their religious duties but also their food habits.

Syed Tajamul Imran, a young writer states – ” The recent attacks on Kashmir bound trucks by fanatic elements at Udhampur needs to be condemned by one and all. Events like these lend validity to the claims that Kashmiri’s are not safe beyond the Banihal Tunnel. Government should wake up and act tough against such elements .All issues deserve settlement via meaningful talks and high handedness has never solved anything. ”

In a related development, Broadcaster, Poet and renowned Ghulam Nabi Khayal who returned his Sahatiya Academy award recently to protest growing religious intolerance is the first ever Kashmir literary figure to do so. He has worked in several prestigious institutions from All India Radio to PTV.
Expert analysis on ground is that any further deepening of communal cracks will have its own disastrous ramifications and can further dent the economy of Jammu and Kashmir and add to the human Pain.

 

 

 

Autumn Assembly Session Marked by Controversies

Autumn Assembly Session 2015 of Jammu & Kashmir Legislative Assembly was one of the highly charged Assembly sessions in the history of Kashmir. Controversies defined the Assembly working more than the usual concrete debates on key public issues.

At the formal start of Assembly session on Monday unruly scenes were witnessed as the house was adjourned for the day after two adjournments failed to restore order in the House over the controversial beef ban issue and imposition of tax on helicopter rides to Mata Vaishno Devi Shrine by the J&K government.

 

What was a surprise was that the prominent opposition  Congress did not touch the beef ban issue at all and instead cornered the government on imposition of what has been called controversial tax on helicopter rides to the Vaishno Devi Shrine.

 

Facing the opposition charge of being “RSS man”, Jammu and Kashmir Assembly Speaker Kavinder Gupta  went on to say that he is proud to be RSS member but when inside the House, he is just the Speaker and all this created lot of resentment from Opposition members.

Tuesday was no different as opposition National Conference (NC) and Congress legislators shouted for protection of article 35A of the constitution and raised issue of NYC hunger strike and also sought regularization of daily wagers in the state. Amid uproar and unruly some NC Lawmakers were suspended from the assembly and main opposition party NC decided to boycott the entire session.

On Wednesday, Keeping in the mind the urgent need to transact business in J&K Assembly, Chief Minister Mufti Muhammad Sayeed  stepped in to revoke suspension of four National Conference (NC) legislators. And accordingly both  the Speaker and the Chairman of lower and upper house respectively revoked the suspension following the Chief Minister’s intervention.

 

Thursday set its own bad precedent in the history of uproar in legislative assembly as in a shocking and shameful incident, Independent MLA from North Kashmir’s Langate Constituency Engineer Rashid, who hosted a beef party in MLA hostel on Wednesday night, was thrashed by Bharatiya Janata Party MLAs in the state Assembly. Angered by his beef party, BJP MLAs attacked Rashid inside the Assembly on Thursday and beat him up.

As a matter of fact, the Autumn Assembly session  witnessed important debates on few burning issues like worse condition of roads,  need to improve picture of health sector and  lacunas in Public Distribution system. Minister for Public Works (R&B), Floriculture, Gardens and Parks, Syed Muhammad Altaf Bukhari stated  heavy rains during September 2014 and March- April 2015 had lent tremendous damaged roads in the State, adding that temporary restoration works have been executed and all roads made trafficable.

This was stated by the Minister while replying to a calling attention notice by MLA Nowshera, Ravinder Raina. Minister admitted in the house that condition of Roads in the State of Jammu & Kashmir is far from being satisfactorily and there is still shortage of required funds to change the face of Kashmir roads towards betterment.

Minister for Health and Medical Education, ARI & Trainings, Chaudary Lal Singh threw light on the different steps being taken to refurbish the public healthcare facilities especially at places like Kupwara, Shopian and Pulwama and made it clear that its prominent priority of the government to change the face of healthcare facility in the state towards betterment.

While speaking over the drug abuse issue  in the  Legislative Assembly and the steps needed to curb drug menace in the state. “Police is responsible for increasing drug menace in the state,” the Health Minister said. “Police know the source of drugs, but they (policemen) save them. These police men are taking money from drug dealers and our drug control department is not able to do anything.”

Chief Minister Mufti Mohammad Sayeed took lead in explaining the steps taken to improve public distribution system and stated that Public Distribution Centers would be made role model were all basic commodities will be available.

 

Mufti Sayeed  stated that Government’s role in streamlining the Public Distribution System in the state has been impressive , Mufti Sayeed said it is a major achievement of the Government that ration is now being provided to people as per 2011 Census, when earlier it was being distributed as per Census 2001.

Congress and NC showed unity on some issues while on some issues their joint opposition did not present a united face.

On holistic Paradigm, the Autumn Assembly Session was marked by controversies and saw very few moments of concrete debate.

 

 

Communication Curfew Back to Dark Ages

Muslims usually celebrate their religious festival of Eid with gaiety and extend greetings to one another. With the arrival of social media tools like Facebook, Twitter and WhatsApp, people had started extending their greetings to a larger circle of friends and relatives. This Eid, the Peoples Democratic Party and the rightwing Bharatiya Janta Party coalition government led by Chief Minister Mufti Muhammad Sayeed sent Kashmir back to the times when Mark Zuckerberg and Jack Dorsey were not even born.

The State had decided to abort any move of the people slaughtering cattle and posting the pictures on the social networking site by doing what it does best in Kashmir – imposing a curfew. This time though it decided to impose a communication curfew.

The government ordered termination of internet services for three days on Eid-ul-Adha as it apprehended people would post pictures of cattle being slaughtered on social media website and hurt the sentiments of some rightwing Hindus who consider cow holy and thus create communal tensions.

The directive to terminate internet services to the customers was given by the police to all the internet service providers amidst the controversy over beef ban.

In the order, Inspector General of Police, Kashmir Syed Javaid Mujtaba Gillani directed the service providers to snap all data services from 5 am on Friday till 10 pm on Saturday. However, the termination of internet services was later extended by one more day.

“In view of the apprehension of misuse of data services (GPRS/2G/3G) by anti-national elements, which is likely to cause deterioration in law and order situation, you are requested to completely snap down the data services through GPRS/2G/3G and broadband in Kashmir Valley starting from 5 AM of September 25 till 10 PM of September 26,” the IGP directed in the order.

A similar directive was conveyed to service operators in Jammu region too.

The ban was imposed on internet so that no videos were uploaded or social networking sites accessed.

The measure was taken due to the fear of communal tensions in the backdrop of the High Court (HC) directive calling for implementing an arcane law of 1932 that bans slaughter of bovine and selling of beef.

The HC decision was opposed by the people of Kashmir and most of the separatist groups said they would defy the court order.

When the government decided to extent the termination of internet services by one more day, former chief minister Omar Abdullah said the PDP-BJP coalition government was pushing the people into the Dark Ages.

“During our regime, when situations were far worse, our government only reduced bandwidth so that fictitious videos were not uploaded. But this regime is completely pushing the people of the state to the wall,” he said. “I wonder why Chief Minister Mufti Muhammed Sayeed and his daughter Mehbooba are silent on such draconian actions. They used to accuse my government but I wonder what they have to say now. In fact Mufti Sahab is living to his promise. He had promised to make the state like Gujarat. Now I guess we are competing with Gujarat as to who bans internet more.”

The termination of internet services lasted for 82 hours, the longest-ever in Kashmir.

The ban drew sharp criticism as Kashmir witnessed dampened celebrations and disconnected families.

“My Eid was incomplete without watching grandchildren on Skype and spending time together online. I could not see them because of the ban, which drove divided families like ours to the Stone Age,” said Sheikh Hilal, whose son and grandchildren live in Dubai.

In the past too, internet ban would be imposed on January 26 and August 15, to prevent trouble.

However, this was for the first time that the landline-based broadband too was snapped.

President of an association of traders, Kashmir Economic Alliance (KEA), Muhammad Yaseen Khan termed the ban as “the PDP-BJP government’s agenda of destruction”.

Traders claimed that online businesses, mainly tourism and the banking sector, were disrupted.

Former chief minister Omar Abdullah took a jibe at the PDP, and Prime Minister Narendra Modi over the ban.

“Oh, the irony of listening to the Prime Minister talking about digital India while we in J&K spent three days totally disconnected due to his party and allies,” he tweeted.

President of the Kashmir Hotel and Restaurant Association, Showkat Chowdhary said while the chief minister talks of intending to remove the negative perception about Kashmir, at the same time, he takes the extreme step of sending people back to the Stone Age.

While Kashmir was completely disconnected on the internet, Prime Minister Narendra Modi was rubbing shoulders with Mark Zuckerberg of Facebook and Sundar Pichai of Google promoting Digital India in the United States.

The HC directions that brought the state to the extent of banning the internet on the religious festival of Muslims were secured by two government lawyers, since sacked by the Peoples Democratic Party-led administration, putting the party on a collision course with its coalition partner, the Bharatiya Janata Party.

Now the government is in a fix with the opposition National Conference, Congress, Awami Ittehad Party and CPI (M) have promised to bring bills to have the law scrapped during the session of the state assembly that begins on October 3.

This has brought Chief Minister Mufti Muhammad Sayeed’s PDP and rightwing BJP at a collision course.

The internet ban was also accompanied by detentions and house arrests of not only the separatist leaders but also butchers. Police also seized hundreds of cattle to stop people from slaughtering the bovine in public.

In this chaos and confusion, the only voice that cooled the tempers of the people was of veteran separatist leader, Syed Ali Geelani. He appealed the people in Kashmir not to do anything that would hurt the sentiments of the other community.

Geelani’s appeal calmed the situation more than the government’s exercise of brute power.

When the internet was back after three day ban people associated with online businesses said they lost their livelihood.

Muheet Mehraj’s online shop Kashmirbox.com, which works with artisans, farmers and small time designers, is back in business but over 300 orders were lost.

For online start-ups, the internet ban was devastating, that too right before Eid festivities.

Not surprisingly, when the ban was removed, many on social media wished each other “Internet Mubarak”.

The internet ban also hits patient care and Doctors Association Kashmir slammed the government for imposing three-day internet ban.

President DAK Dr. Nisar-ul-Hassan said that gag on internet was unethical and patients were denied access to medical services.

“Patient care was worst hit and patients suffered the consequences of internet blockade,” he said. “Patients use internet as healthcare tool for self-care management thus minimizing the need for direct patient-physician interaction.”

He said patients consult their doctors through internet and this higher level of participation improves communication and patient satisfaction.

He said that internet was a source of huge health information for doctors to update knowledge for better health outcomes which in turn strengthens doctor-patient relationship.

A group of students, who had to return to their colleges and universities outside J&K after celebrating Eid with their families in Kashmir, were up in arms against the government over the internet ban.

“We are not able to get our air or train tickets booked. This is outrageous,” they said.

A group of tourists from Pune, who were in Kashmir, said the ban troubled them a lot.

“We had to book a ticket to Mumbai on September 25 when the prices were very low. We couldn’t do it because of the internet ban. Now we have to pay more for our tickets,” said Sunita, who works in a private company in Pune. “Such decisions damage Kashmir’s tourism image as well. Nobody will visit Kashmir after hearing about the ban on internet.”

State Congress spokesperson, Ravinder Sharma said the PDP-BJP government had “put students, exam aspirants and tourists in particular to great inconvenience”.

Residents and the business community in Jammu also flayed the state government’s move to snap internet connection in the region, along with the Kashmir

“My business has come to a complete halt for the last two days, I have faced a huge loss in the business as I was not able to book a single airline ticket,” Pradeep Singh who runs an airline ticket booking agency in Jammu said.

Netizens came heavily on the government for its decision of snapping internet services.

Social networking sites, including Facebook and Twitter remained abuzz with the statements regarding the internet gag.

Sami Khan, a Kashmir University student is routine Facebook user and updates his every happy moment on Facebook but this Eid he couldn’t greet and share pictures with his friends who are studying outside India.

“With this three day ban on internet we experienced those days when valley was not having any such facilities. As most of my friends are studying in Russia and Bangladesh I was unable to send them Eid greeting through social networking sites. We would always share Eid celebration pictures but due to the ban I stayed glued to my TV set in my room,” he said.

Soon after the authorities lifted ban on the internet, netizens took to the social networking sites and criticized the government for imposing what they term as e-curfew.“And we are back! #Kashmir is back from Stone Age! We can now access internet,” posts Sheikh Suhail on Facebook.

Terming it as a “communication curfew” people across Kashmir took to social networking sites soon after internet services were restored and lambasted government for clamping down internet.

“PDP is party with difference: Only this party can block internet for three days in EID and pass it off as welfare scheme for Muslims of state” wrote senior Journalist Naseer A Ganai on a social networking website.

“I felt completely isolated from the world. The world seemed static to me. I thought I am living in the Dark Age due to the internet ban on the occasion of EID” said Akhter Neyaz, who teaches Journalism in Govt. College Baramulla.
