Indian railway system is preparing to take a giant leap forward as the Indian prime minister breaks ground on the country’s first bullet train project.  Gujarat to Mumbai 217mph train will cut journey time from eight hours to three and is funded with low-interest Japanese loan.

 

Slamming the bullet train project, NDA ally Shiv Sena has stated that  the project was not a dream of the common man but that of Prime Minister Narendra Modi.

 

The Sena, in an editorial in its mouthpiece ‘Saamana’, sought to know if the Ahmedabad-Mumbai high speed train project really fits into the needs of the country.

 

The criticism came on a day when Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe laid the foundation stone of India’s first bullet train project in Ahmedabad.

 

“We are getting a bullet train without asking for it. We do not know exactly which problem will this problem solve,” the Sena said.

 

“(Former Prime Minister) Pandit (Jawaharlal) Nehru laid the foundation of several projects, from Bhakra Nangal to Bhaba Atomic Research Centre, to ensure the country advances in technology and science. All these projects were needed for the nation. Does this bullet train fit into the needs of the country?” the ally asked.

 

Out of the estimated Rs 1,08,000 crore cost of the project, at least Rs 30,000 crore would have to be shelled out by the Maharashtra government, it said.

SMC Commissioner visits Bemina, takes stock of public grievances

Srinagar, Sept 16: Municipal Corporation (SMC) Commissioner Dr. Shafaqat Khan visited many interior areas of Bemina Saturday morning to review arrangements made for Muharram and to take stock of public grievances.
Accompanied by many senior SMC officials, Commissioner toured Safvi Abad, Mohalla Kamal Bhat, Khomeini Chowk and adjoining areas and met local people.
Chairman of the Bemina Development and Welfare Forum, Syed Ali Safvi, apprised the commissioner of myriad civic problems in the area. During his whirlwind visit, SMC Commissioner did on-spot assessment and issued instructions for the speedy redresal of all problems, including lighting, drainage and sanitation.
The commssioner assured local people that all arrangements would be put in place by the civic agency in coordination with other departments for the month of Muharram. “As per instructions from the top, all necessary arrangements would be made so that Muharram this year is observed in its true spirit,” said Dr. Shafaqat Khan. “We will ensure proper sanitation in all the areas including procession routes so that mourners don’t face any inconvenience or hassles.”
SMC Commissioner said Khomeini Chowk needs a robust drainage system and there are multiple government schemes with loan from Asian Development Bank (ADB) and World Bank (WB) to make sure that drainage network in Srinagar city covers 90 percent area within two years.
“We have projected the cost of scheme in ADB loan at 26 crores and we promise the people in Srinagar – including in Bemina – that within two years we will have a functional and robust drainage network,” said the Commissioner.
Bemina Development and Welfare Forum (BDWF), which facilitated the SMC Commissioner’s visit, thanked him for his tour of interior areas of Bemina and urged him to follow up on his promises in time-bound manner and ensure all necessary arrangements are put in place for Muharram.

  • Ten years after the migration and on the last days of Dhu al-Qi’dah, Prophet of Islam (Pbuh) moved from Madinah to Makkah for Hajj. He only once attended Hajj rituals, a few months before his passing. Since this Hajj took place in the last year of his life, he made his farewells to people.
    The Messenger of Allah ((Pbuh) ordered his close followers to call all the people in different places to join him in his last Hajj pilgrimage. On this pilgrimage he taught them how to perform the pilgrimage in a correct and unified form.
    Hazrat Ali (AS) was in Yemen, preaching Islam. He moved towards Makkah together with his companions and joined Prophet (Pbuh) before rituals began.
    When the rituals of Hajj (Hajjatul-Wada’), were over, Prophet (Pbuh), accompanied by thousands of faithful, left Makkah for Madinah. This was the year 10 AH (coinciding with February 632).
    This was first time that the Muslims with this magnitude gathered in one place in the presence of their leader, the Messenger of Allah (Pbuh).
    On his way to Makkah, more than seventy thousand people followed Prophet (Pbuh).
    When Prophet accompanied by multitude of pilgrims reached a pond, called Ghadeer-e-Khumm (which is close to today’s al-Juhfah), on 18th of Zil-Hijjah of the year 10 AH, he ordered them to stop. It was a place where people from different provinces used to say good bye to each other before taking different routes for their homes.
    In this place, the following verse of the Qur’an was revealed:
    “O Apostle! Deliver what has been sent down to you from your Lord; and if you don’t do it, you have not delivered His message (at all); and Allah will protect you from the people …” (Qur’an 5:67)
    Upon receiving the verse, the Prophet (Pbuh) stopped at Khum which was extremely hot. Then he sent for all people who have been ahead in the way, to come back and waited until all pilgrims who fell behind, arrived and gathered. He ordered Salman al Farsi (RA) to use rocks and camel toolings to make a pulpit (minbar) so he could make his announcement. It was around noon time in the first of the fall, and due to the extreme heat in that Valley, people were wrapping their robes around their feet and legs, and were sitting around the pulpit, on the hot rocks.
    On this day the Messenger of Allah (Pbuh) spent approximately five hours in this place; three hours of which he was on the pulpit. He recited nearly one hundred verses from The glorious Quran, and for seventy three times reminded and warned people of their deeds and future. Then he gave them a long speech.
    The following is a part of his speech which has been widely narrated by both Shia & Sunni traditionists:
    The Messenger of Allah (SAWW) declared:
    “It seems the time approached when I shall be called away (by Allah) and I shall answer that call. I am leaving for you two precious things and if you adhere to them both, you will never go astray after me. They are the Book of Allah and my Progeny, that is my Ahlul Bayt. The two shall never separate from each other until they come to me by the Pool of Kausar.”
    Then the Messenger of Allah continued:
    “Do I not have more right over the believers than what they have over themselves?”
    People cried and answered:
    “Yes, O’ Messenger of God.”
    Then followed the key sentence denoting the clear designation of Hazrat Ali bin Abi Talib as his vicegerent. The Prophet (Pbuh) held up the hand of Ali and said:
    “For whoever I am his Leader (Mawla), ‘Ali is his Leader (Mawla).”
    In some narrations the word used was Wali rather than Mawla – with the same implication.
    The Prophet (Pbuh) continued:
    “O’ God, love those who love him, and be hostile to those who are hostile to him.”
    These were the key parts of the speech of the Prophet (SAWW). There are also more detailed versions of this sermon which are recorded by many authorities.
    Immediately after the Prophet (Pbuh) finished his speech, the following verse of the Qur’an was revealed:
    “Today I have perfected your religion and completed my favour upon you, and I was satisfied that Islam be your religion.” (Qur’an 5:3)
    After his speech, the Messenger of Allah (Pbuh) asked everybody to give the oath of allegiance to Ali (A.S.) and congratulate him. Among those who did so was ‘ Hazrat Umar b. al-Khattab (RA), who said:
    “Well done Ibn Abi Talib! Today you became the leader (Mawla) of all believing men and women.”
    Allah ordered His Prophet (Pbuh) to inform the people of this designation at a time of crowded populous so that all could become the narrators of the tradition, while they exceeded a hundred thousand.
    Narrated by Zayd b. Arqam: Abu al-Tufayl said: “I heard it from the Messenger of Allah (Pbuh), and there was no one (there) except that he saw him with his eyes and heard him with his ears.”
    Shia Muslims believe this to be the appointment of Ali as Imam of Muslims. Most Muslims accept the historicity of the event, but not all believe that this constituted an appointment of Ali as the successor to the Prophet. The day’s anniversary in the Islamic Calendar (18 Dhu al-Hijjah) is celebrated by Muslims as Eid al-Ghadeer.
    Eid of Ghadeer should be used to unite Muslim Ummah as the enemies of Islam are using the same day to create discord among the Muslim Ummah. It is crucial that people are able to approach these matters in a mature and respectful manner. Discussion and debate is healthy and it’s important that we are able to speak openly about differences between various schools of thought in Islam.
    This year the day was celebrated on 10th of September.

Poor Roads in Kashmir

Roads are the face of every concerned area .The roads in Kashmir are in much poor condition. Roads are an indicator of development of any state. .Construction is often shoddy, and in no time, what appears as a beautiful job done turns out to be a big travesty with potholes opening every now and then .  It looks as if we have forgotten even the roads of summer Capital Srinagar.

Sane voices state  with concern the poor quality of some roads recently constructed in the state . It has become a vicious cycle of road repairs and deterioration; a wasteful cycle that has seen no solution over the years and decades. The apathy shown by some government officials entrusted with the duty of supervising government projects also abounds in the state to the extent that masses feel disheretned work of our administration.

 

Even common people on many a times have alleged that some contractors have in the past gotten away with very poor work, because no one seemed to be bothered by this and no vigil is maintained to keep a track of the efficiency of work done . They were accountable to themselves only.

We need to definitely give proper attention to the development of our overall road network otherwise we will remain always an underdeveloped economy because roads are lifeline of economy.

NIA Crackdown: Bid to crush Separatists?

National Investigation Agency (NIA) raids continuing since past few months have gained momentum and we are often now regularly witnessing NIA raids across the length and breadth of Kashmir .

Recently there have been swift developments with regard to it.

Few days back in press conference at historic Jamia prominent pro-freedom leaders including JKLF Chief Yasin Malik, Mirwaiz Umer Farooq and Syed Ali Shah Geelani  dared the NIA. Malik sent a warning to the agency, saying “keep the doors of Tihar Jail open. We are coming.”

In the same  press conference, they said that they have already arranged for their tickets and will volunteer their arrest before NIA.

 

 

“We are going to hold a protest outside NIA headquarters in New Delhi against the harassment of pro-freedom leadership. We are ready to get arrested and be lodged in Tihar,” they said.

While talking to the news channel, Mirwaiz said that what the NIA has done is not an investigation. He added that all the information was presented to the media and instead of an investigation, it is like a media trial. He added that the entire NIA drama is a propaganda because the leadership is scared and Hurriyat’s stand will not change now.

In yet another big development , The National Investigation Agency (NIA) on Thursday raided the residence of senior separatist leader and Shia cleric, Syed Agha Hassan in Jammu and Kashmir’s Budgam district. Sources said the NIA sleuths assisted by the police and Central Reserve Police Force (CRPF) raided Hassan’s home and carried out searches for several hours . On Wednesday, the agency had raided 24 places in the Kashmir Valley and in Delhi focusing mainly on traders, who allegedly have links with the terror funding case presently under probe by the NIA.

While few days back even a photojournalist was also arrested by NIA.NIA had stated that it arrested two notorious stone pelters .An NIA spokesperson identified them as Javed Abdul Bhat from Kulgam and Kamran Yusuf from Pulwama in south Kashmir. Describing them as “notorious stone-pelters”, the spokesperson said they would be produced in a Delhi court on Wednesday.

This is the first time the NIA has arrested people allegedly involved in stone-pelting incidents. These are also the NIA’s first arrests from south Kashmir since filing a case on May 30.

According to the NIA, Bhat is unemployed while Yusuf is a photojournalist who takes pictures of stone-pelting incidents and sells them to newspapers.  While as in reaction to this journalists from South Kashmir held a protest demonstration at Press Colony on Thursday against the arrest of Kamran Yousuf by National Investigating Agency (NIA) in stone pelting related cases

 

Meanwhile, J&K High Court Bar Association president Mian Abdul Qayoom  was also questioned for many hours at NIA Headquarters at Delhi.

Amid all this many too are seeing all this as a bid to crush separatist thought and leadership completely in troubled kashmir.

Inhuman Treatment of In- Laws Forced Rabia Akthar to Commit suicide : Relatives

Rabia Akthar daughter of late Ghulam Ahmad Gabroo  , wife of Bilal Ahmad Bhat,  age 35 year old resident of Downtown  Srinagar  Islamyarbal  Mujahid Manzil   has become yet another symbol of how our women are oppressed and example of  tragedy inflicted by  in-laws, hailing from downtown area of Tarabal Nawakadal  .

According to relatives, after years of torture by in-laws she finally ended her life by  jumping from Nawakadal bridge on September 6 and body was finally fished out on September 7 from Kharbagh , Batwani Ganderbal   .

Niyaz Ahmad Gabroo the cousin of Rabia while speaking to NewsKashmir stated – “ Rabia throughout her married life of six  years was tortured by her heartless in-laws be it her Husband, Brother in- law ,Sister in -law and Mother in Law all made her life hell  .The situation especially  worsened for her when she gave birth to girl child  and was routinely badly abused, taunted and suffered atrocities from her in-laws. Even few days before  suicide  she was mistreated, and given inhumane treatment  and had threatened her in-laws with suicide .Her heartless husband took her in his own vehicle virtually to suicide point and then informed   us but told wrong location. Her husband Bilal Ahmad Bhat is no less than tyrant.  ”

Niyaz Ahmad Adds- “Husband of Rabia has been arrested but we demand swift investigation and arrest of all from her torturous in-laws so that we get justice and example is made of such tyrants .”

 

Power outage creates Mess in District Hospital Budgam

    * Toilets turned into stores; admin in deep slumber

SRINAGAR, Aug 29: ASYM District hospital Budgam has always been in the news for all the wrong reasons.

The hospital experienced power outage from 2:30AM to 4AM and there was no one to start the generator because the electician was absent from duty. Patients and attendants had to bear extreme hardships as the entire hospital building was plunged into total darkness.

“This is very unfortunate and shows how the employees are taking the hospital administration for a ride. There are critical patients admitted here and this kind of callous behaviour is unacceptable,” said Feroz Ahmad, one of the attendents.

The power was restored only after the electrician came at 4 in the morning.

“This hospital also runs 24×7 gynae theatre. Imagine if this power outage had taken place while operation then the life of both mother and child would have been in danger,” said another attendent, Nissar Ahmed.

Significantly, the hospital has for long been a victim of official apathy.

From lack of specialist doctors and paramedical staff to abysmal sanitation conditions, the hospital narrates a dismal tale of official apathy.

There are already less number of toilets in the hospital and to worsen the crisis, some of the toilets have been turned into stores by the administration.

The matter was brought to the notice of minister for health, Mr Bali Bagat, who had directed the director health to get the toilets cleaned up within 12 hours. However, five days have passed but the toilets continue to be in the same state.

Solar Energy is now cheaper than other forms: Dr P R Dhar

Jammu And Kashmir Energy Development Agency (JKEDA) is among the prominent departments of Jammu and Kashmir state looking after energy needs of masses.

 P R Dhar, Chief Executive Officer (CEO) JAKEDA, in an exclusive interview with the News Kashmir talks to Rameez Makhdoomi & Farzana Mumtaz

Tell us something about JKEDA Mandate?

JKEDA has a mandate to implement renewal programmes in the J&K state and main thrust is on  hydroelectricity and solar sources .In solar we are undertaking Jawaharlal Nehru Solar Mission , under the mission the ministry has a target of 175 Gigawatt, out of 175 Gigawatts the one lac megawatts i.e 100 Gigawatts have to be developed under solar energy .

In JK upto 25 megawatts is segregated in two parts .Upto 10 Megawatts the mandate is with JKEDA, LREDA, KREDA, above 10 to 25 Megawatts the mandate is with Power Development authority .

Earlier the whole mandate was with power development department . In 2011 the mandate upto 2 Megawatts was given to JKEDA and recently it has been enhanced to 10 Megawatts. Under Jawaharlal Nehru National Solar  Mission to achieve the target of 100 Gigawatts we have segregated it into different schemes – one is Rooftop scheme under which ministry has target of 40000 megawatts i.e 40 Gigawatts till 2022.Under the same states have been allotted their own targets .JK state during 2014-2015 had target of two megawatts , 2015-2016 56 Megawatts, 2017-2018 54 megawatts till now we have completed around 112 megawatt target, while as 450 megawatts target is to be achieved till 2022.

Pertinently, they have sanctioned one  project for two megawatt only unless and until we don’t finish that then only they will sanction balance  , because under MNR 70 percent subsidy is provided to JK for the domestic sector and for institutions registered under societies act. For the government side the subsidy is given only when project is completed within given period of time as any delay above three months the subsidy gets reduced substantially and further reduced if delay is more under roof top scheme. Than we are promoting off-grid solar power planets as well as decenteralized systems i.e solar  home lighting systems till now we have covered  all un-electrified  villages of jk .84000 solar lighting system have also been provided for partially electrified areas.

Ministry under PDMP has sanctioned 20000 solar  street lighting system to be installed in streets, community places i.e shrines,  temples, mosques and other important places. We have already placed orders for diverse lighting systems which would be available within one month.

Can solar generated power be answer to load-shedding problems ?

Yes solar as source of power can definitely be an effective answer to our woes of power curtailments especially to those large areas where heavy snowfall cuts power supply for days together .The system is simple as getting charged during day when we don’t require light  the solar panels will provide non- stop solar power at night.

Would be it right to say solar energy is costlier ?

Solar energy is now much cheap if you go by recent bids finalized at national level. The tariff has come to as low as 2.50 paise per unit , as it now varies from 2.50 paises to 3.50 paise .Earlier when Jawaharlal Nehru national solar mission was launched in 2010 the agreement was as high as 70 Rs per unit than it got reduced to Rs 30 in 2012 and then to Rs 9 and now it is cheaper than hydro, thermal sources.

What is being done to upgrade human resource of the department ?

We have kept the provision of employing about  48  JES and 34  Aes to improve the efficiency of the Department and these very posts will be advertised next month .

Are we going to see establishment of solar parks in our state by JKEDA?

We have already identified 6000 kanals of land for establishing mega solar park in Samba district of Jammu region and in this regard have to pay Rs 18 crore ( 16.5 crore for land cost towards forest Department and 1.5 crore for plantation) and once formalities are complete we will establish it .

As far as establishing any such park in Kashmir is concerned we don’t have a long stretch of land available at anywhere to establish same. We have to bear in mind for one Megawatt you require 40 kanals of land and for 100 megawatts we require 4000 kanals .

What is the data of unelectrified households and have you reached those?

The data as per PDD is about 3500 household that remain unelectrified in the state and they were long back in year 2003-04 provided solar lighting, as we had procured around 8300 solar home lighting that time under remote village electric mission   and given to such households.

Tell us more about the realms of rooftop solar scheme ?

The rooftop scheme is a visionary project .It is a recent scheme for those areas which have grid as the energy which you generate via solar panel gets transferred to grid. Under Rooftop scheme the household is a energy generator  and your solar panel is connected to grid .During day time excess energy gets transferred to grid and in night you utilize, the bidirectional meter is installed wherein you pay for the difference between generation and consumption. Pertinently, one kilowatt generates 4 units a day which is priced at Rs 3 per unit for domestic sector  that means you earn 12 a day .For year you earn about 4000 to 5000 and you recover investment after four to five years and start earning after this. Importantly, the one kilowatt solar panel is priced at Rs 65000 but here in JK State it is attractive due to subsidy of 70 percent and one has  to just pay RS 19500.

Tell us a bit about hydro electricity power projects ?

We have framed policy of mini hydropower projects up to 2 megawatt and allotted 30 sites  to Independent Power  Producers i.e local entrepreneurs , they will develop these projects at their own costs as it is sort of business generation .We have been sanctioned  1000 crore allotted under Prime minister development package to be used  for hydropower projects  till 2022.

We have in this regard identified 13 project sites and work will commence soon on 5 projects.

A bit about upcoming projects?

We are developing 100 megawatt under EPC mode, they will be all commissioned within a period of 3.6 years .We have prepared DPR’S for five projects sites and tenders bidders have qualified and in second stage rates will be finalized .In the month of October the final bidders will qualify after proper tendering.

Your message to common masses?

My message to masses is that do take full benefit of rooftop solar panel scheme so that we in the J&K state become self sufficient in producing solar energy and met our electricity needs. We will also by this be producing clean, green sources of energy.

Apollo Hospital Bangalore  organised a three day Cancer detection Camp and CME talk on Latest Changing trends and concepts in Breast Cancer treatment and Colorectal Cancer Management at Jammu, it was organised with the help of Dr Dushyant Maxx Lyfe Hospital Jammu.

Dr TV Venkatesh, Senior Cardiologist from Apollo Hospital Bangalore also delivered a lecture on Complex Cardiac Stentings being done in Apollo Bangalore that are very rare and not many hospitals in India do that, and also mentioned the very rare Minimal Invasive Cardiac Surgeties being done by Dr Sathyaki at Apollo Bangalore ( again very rare type of surgeries here). These heart surgeries avoid general big open Cardiac Bypass surgeries through big cuts. It was followed by 3 day Cancer Detection Camp under supervision of renowned young doctor of Kashmir Shabnam Bashir  on behalf of Apollo Bangalore in collaboration with Maxx Lyfe Hospital.Patients attending the Cancer camp were examined free of cost and got free ultrasounds, FNACs and PAP smears done

 

 

As a matter of fact, Leading oncosurgeon of Kashmir valley Dr. Shabnam Bashir played a pioneering role in the programme especially in both CME talk and the free three day cancer detection camp.

Decgree College for Woen (GCW) Gandhi Nagar..So I delivered a talk on the same thereI, with support of my Hospital, Apollo Bangalore, will Inshallah continue doing regular Cancer Camps & awareness talks and various other programmes in future in collaboration with various organisations working for a good cause in our state of J& K.”

 

 

SC Judgment on triple Talaq: Reactions

Recently, the supreme court in 395-page landmark  judgment  on the triple talaq issue  stated that  ” In view of the different opinions recorded, by a majority of 3:2 the practice of talaq-e-bidat – triple talaq is set aside.” It is signed by all the five judges involved, namely Jagdish Singh Khehar (Chief Justice), Kurian Joseph, Rohinton Fali Nariman, Uday Umesh Lalit and S. Abdul Nazeer.

The reactions overall are welcoming .Noted writer and communist leader Brinda Karat in her column titled  BJP’s Hypocrisy In Seeking Credit For Triple Talaq Ban

wrote – “

This order constitutes a victory for the secular struggle for women’s rights. Any judgement which enhances the rights of women of one community certainly impacts positively on all women. Muslim women have been in the forefront of the struggle against what they consider a patriarchal misinterpretation of Koranic tenets such as the talaq-e-bidat form of divorce which is instant and arbitrary, and all credit to their struggle and that of democratic women’s organisations like AIDWA who took up this issue many decades ago and campaigned in a sustained manner among Muslim women.

The reactions of BJP leaders are amusing, hailing it as their victory. It is nothing of the sort. The court has maintained a fine balance between the protection for personal laws granted by the constitution and judicial intervention. In the majority judgement too, the judgement is careful to point out that it is related to only one type of triple talaq, talaq-e-bidat, which it found arbitrary and not intrinsic to Koranic tenets. It did not accept the efforts and arguments of the Attorney General representing the central government to widen the scope of the court intervention to other aspects of divorce under Muslim personal law. The efforts to bring in arguments in favour of the Uniform Civil Code were also not taken into consideration by the Court. In fact, the Chief Justice of India made a specific mention of the arguments of the Attorney General and made an implicit warning against a “cascading effect.”

 

Prof Rakesh Sinha , Delhi University and honorary director, India Policy Foundation.,in his opinion piece published in NDTV Wrote “The Supreme Court’s verdict on triple talaq naturally entails further discussion on the necessity of a Uniform Civil Code (UCC) for the country. This is not far-fetched since, in a liberal, democratic and secular society, gender justice based on a sense of equality can only be ensured by a common civil code. The Supreme Court ruling on triple talaq as unconstitutional is a landmark, not only for victims of the medieval practice, but also because this is the first time that the Indian state has taken a radical stand on the issue.

In 1950s, during a discussion on the Hindu Code Bill in the Lok Sabha, J B Kripalani, a socialist and former President of the Indian National Congress, accused the Nehru government of being communal since it was proposing modernization of a community and not extending the benefits to Muslims. Nehru was guided by Curzon’s philosophy to justify obscurantism and gender inequality to appease Muslims.
